MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY, MARCH 4, 2002 The Springfield City Council met in work session on Monday, March 4, 2002 at Springfield City Hall, 225 Fifth Street, Springfield, Jesse Maine Meeting Room at 6:30 p.m., with Councilor Fitch presiding. ATTENDANCE Present were Councilors Ballew, Fitch, Ralston, and Simmons. Mayor Leiken, and Councilors Hatfield and Lundberg were absent (excused). Also present were Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Kim Krebs, and members of staff. 1. Amended Natural Resources Significance Criteria. Planning Manager Greg Mott was present for the staff report on this item. He said the City Council discussed the staff proposed NRS significance criteria during the December 10, 2001 work session. The council recommended amending four of the ten criteria. He said staff has met with both Councilor Simmons and Councilor Hatfield and reviewed the information as stated in the attachment. Thought it might be addressing the most significant issues that the city is concerned with, to include the information in the right hand column of the attachment. Mr. Mott highlighted the information contained in the Agenda Item Summary (ArS), and (Attachment I) "Table 1: Comparison of Recommended Significance Criteria". Planner III Mark Metzger responded to questions related to water features. Mr. Mott said if council agrees to these recommended changes, the Eugene City Council would review them on March 11 tho This review by Eugene is necessary regardless of further action by Springfield because Springfield's current preferred language was adopted after the Eugene . Council's action on October 22,2001. He said the Lane County Board did support the Springfield language on February 19,2002. He said it is staffs' belief that the Board would be amenable to the proposed changes and would seek their concurrence after March 11 tho Councilor Simmons said he is comfortable with the recommended changes, but said if we use the recommended language, beware when there is non-native vegetation that is invasive, the definition may be more problematic. He believes that at this time we should move forward. Councilor Ralston questioned that "natural" and "native" wording is necessary to be included. Environmental Services Manager Susie Smith was present and responded to technical questions ofthe council. Mr. Mott responded to additional questions of the council After further discussion, council consensus was to proceed with the recommended changes that reflect the new language proposed by staff for Criteria 4,5,6 and 10. . . . l Springfield Cit Council Work Session - March 4, .2002 Page - 2 ADJOURNMENT The meeting was adjourned at 6:51 p.m. r Minutes Recorder - Kim Krebs
