Work Session Meeting
. MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
TUESDAY, FEBRUARY 19,2002
The city of Springfield council met in work session in the Jesse Maine Room, 225 Fifth Street,
Springfield, Oregon, on Tuesday, February 19, 2002, at 6: 15 p.m., with Mayor Leiken presiding.
ATTENDANCE
Present were Mayor Leiken, Councilors Ballew, Fitch, Hatfield, Lundberg, Ralston and
Simmons. Also present were City Manager Michael Kelly, Assistant City Manager Gino
Grimaldi, City Attorney Joe Leahy and Tim Harold, Administrative Coordinator Julie Wilson
and members of the staff.
1. Planning for Flood Plain Issues Work Session.
Al Peroutka introduced this item. Council reviewed the proposed agenda for the March 4,
2002 council work session on flood plain issues. Council provided comments regarding the
agenda. Council discussed alternative dates for the upcoming work session meeting(s).
Councilor Hatfield recommended that three individual work session meetings be scheduled
to discuss this topic.
Councilor Simmons. said from an educational perspective, we need to be careful about how
we deal with site specific issues. He said we need to be careful and more informed and
. educated about process. He said we need to approach this carefully.
After further discussion the council suggested the following dates as a possibility for work
session meetings to discuss flood plain issues:
· March 11 - General education and background
. March 18 - Gateway
. March 25 - Thurston.
. . Date TBA - Glenwood
Council said they were flexible regarding the meeting date, start time and length. The group
briefly discussed the proposed agenda and recommended revisions to the order of discussion
topics.
History information regarding flooding may be provided in summary format and/or in an
overhead/slide format.
Councilor Fitch requested that agenda packet information be provided to council in advance
(of the normal schedule) to allow ample time to review the material.

Councilor Simmons said there are other factors that may not have anything to do with FEMA
flood plain issues that may result in flooding. How we handle urban runoff will become a
component of tlie discussion.
ADJOURNMENT.
The meeting was adjourned at 6:40 p.m.
