MINUTES OF THE SPECIAL REGULAR MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, JUNE 23, 2003
The city of Springfield council met in special regular session in the Council Meeting Room, 225
Fifth Street, Springfield, Oregon, on Monday, June 23, 2003 at 7:37 p.m., with Council President
Fitch presiding.
ATTENDANCE
Present were Councilors Ballew, Woodrow, Burge, Fitch and Malloy. Also present were City
Manager Mike Kelly, Assistant City Manager Cynthia Pappas, City Attorney Joe Leahy, Acting
City Recorder Amy Sowa and members of the staff.
Absent: Mayor Leiken and Councilor Ralston (excused)
BUSINESS FROM THE CITY ATTORNEY
1. Transportation System Maintenance Fee.
ORDINANCE NO.1 - AN ORDINANCE AMENDING THE SPRINGFIELD MUNICIPAL
CODE TO AN INITIATED MEASURE REPEALING ORDINANCE 6036 AND
SECTIONS 7.600. 7.602. 7.604. 7.610. 7.620. 7.640. 7.660. 7.664. 7.666. AND 7.668 OF
THE SPRINGFIELD MUNICIPAL CODE AND DECLARING AN EMERGENCY.

Ordinance Enactment and Effective Date: In the event an ordinance contains an
emergency clause, the ordinance shall become operative immediately upon passage by
the council by a two-thirds majority of all members of the council. Ordinances not
containing an emergency clause shall not take effect until 30 days after its passage.
NO ACTION WAS TAKEN AT THIS TIME. THE PUBLIC HEARING WILL BE TABLED
UNTIL JUNE 30, 2003.
RESOLUTION NO.1 - A RESOLUTION DIRECTING THAT THE INITIATED
MEASURE BE SUBMITTED TO THE VOTERS AT THE GENERAL ELECTION TO BE
HELD ON SEPTEMBER 16.2003. AND DIRECTING THE CITY RECORDER TO DO
ALL NECESSARY AND APPROPRIATE ACTS TO ACCOMPLISH THAT RESULT.

NO ACTION WAS TAKEN AT THIS TIME. THE PUBLIC HEARING WILL BE TABLED
UNTIL JUNE 30, 2003.
Technical Services Manager Len Goodwin was present for the staff report. Mr. Goodwin said
that council had the option to take action on either the ordinance to repeal Ordinance 6036 or the
resolution referring it to the voters or to delay action until the June 30, 2003 Special Regular
Council Meeting.

AND 0 AGAINST.
IT WAS MOVED BY COUNCILOR FITCH WITH A SECOND BY COUNCILOR BURGE TO
TABLE THE TRANSPORTATION SYSTEM MAINTENANCE FEE RESOLUTION NO.1
UNTIL THE JUNE 30,2003 MEETING. THE MOTION PASSED WITH A VOTE OF 5 FOR
AND 0 AGAINST.
City Attorney Joe Leahy reminded staff that if they refer it to Lane County Elections by July 2,
they still have until July 17 to pull it from the ballot with no cost to the City.
ADJOURNMENT
The meeting was adjourned at 7:39 p.m.
