I understand your plan is to divide that property into 6 separate lots and build a cluster subdivision of 6 duplexes on each individual lot. Currently you are in the process of a land division application with the City of Springfield and you would like to begin work on the individual duplexes as soon as possible. The purpose of this letter is to propose a resolution that would allow you to start work on the project right away instead of waiting for the land division process to be completed or going through the site review procedure. The City of Springfield would agree to issue you a site prep work permit for tasks such as creating building pads and putting in underground utilities. The City of Springfield would also issue you the individual building permits for the 6 duplexes while you are going through the land division process as outlined in the Springfield Municipal Code. However, occupancy peimits fOi' the duplexes 'vvould not be issued until the final plat is recorded. Also, the individual duplexes must comply with the set back criteria as outlined in the Springfield Development Code. Finally you understand that the land division process is a Type II procedure where there is an opportunity for public comment and appeal. If someone were to appeal your application, it could have obvious impact on your project. Any action taken to begin development prior to the expiration of the appeal period would solely be at your risk and expense.
