Request: An application for Temporary Use - Emergency Medical Hardship approval was
submitted to the Springfield Planning Division on November 17, 2009 for property located at 1434
D Street on Assessor's Map 17-03-36-23 Tax Lot 5200 in Springfield. The application proposes
allowing a travel trailer to be used for an ill family member to reside in while care is being
provided by the residence of the house.
Status of the Application: The application is incomplete and requires additional information for an
adequate review. The Springfield Development Code (SDC) requires that submittal requirements
of SDC 3.050 be fully met prior to application acceptance for review.
The items needed to make the application complete for review are as follows:
1. The plot plan shall show the required utility connections for the temporary living
quarters (SDC 5.10-105D.1.d.)
2. Proof that the temporary living quarters is licensed and insured (SDC 5.10-105D.2.b.iiL)
3. A statement explaining why the circumstances are temporary in nature (12 months or
less) and what steps are being undertaken to address the circumstances prior to the
elapsing of 12 months, or any extension thereof.
This.is not a decision on the application. The state-mandated 120-day processing time for this
land use decision will begin when all the requested information is submitted or when the applicant
requests that the City proceed without the information. The applicant must submit a written
response by December 2, 2009 that confirms receipt of this letter and the applicant's intentions
regarding the provision of the additional information. If the applicant indicates that the required
information will be submitted, then the applicant has 180 days pursuant to ORS 227.128 to
comply. If the applicant is silent regarding this letter, the City will deem the application complete
for processing a decision. In this case, the City will begin processing the application on the 31st
day from the submittal date indicated above.
