If the construction docs comply with such rules, the Department 5hall issue a certific<1te of satisfactory completion to the permit, holder. If the construction docs not comply with such rules, the Department shall notify the permit holder and shall require sat.lsfactory complet.ion before issuing the cert.ificate.
