HomeMy WebLinkAbout07/05/2011 RegularCity of Springfield Regular Meeting MINUTES OF THE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD TUESDAY, JULY 5 2011. The City of Springfield Council met in regular session in the Council Chambers, 225 Fifth Street, Springfield, Oregon, on- Tuesday, July 5, 2011 at 7:05 p.m., with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors VanGordon, Wylie, Moore, and Ralston. Also present were Assistant City Manager Jeff Towery, City Attorney Joe Leahy, City Recorder Amy Sowa, and members of the staff. Councilors Woodrow and Pishioneri were absent (excused). PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Lundberg. SPRINGFIELD UPBEAT 1. TRIG Star Awards. Survey Party Chief Guy Dent presented this item. The TRIG Star Awards program is a high school trigonometry skill.awards program, administered by the National Society of Professional Surveyors. The purpose of the contest was: • To promote the study of Trigonometry in High School, and to promote excellence in the mastery and application of Trigonometry, by honoring the individual student who has demonstrated his or her superior skill among classmates at the High School level. • To acquaint the high school trigonometry student with the use and practical application of Trigonometry in the Surveying and Mapping professions. • To build an awareness of careers in Surveying and Mapping. About 70 students in Springfield participated and took the test. The following students from Springfield High School took first, second and third place in the TRIG STAR program: 1. Simon Ewing-first place. Simon also won State and is competing in Nationals. 2. Samuel Kurtz-second place. 3. Chonyi Lama-third place. The results of the National competition were not yet known. The winner of the national contest would win $2000. The students' teacher was Dave Schmidt, from Springfield High School, who was in the audience. Mayor Lundberg said it was great to see high school students excelling in math in this way. She congratulated the three students on their accomplishment. Approval of Liquor License Endorsement for Cottage House Restaurant & Lounge, a Family Style Restaurant Located at 1875 Mohawk Blvd, Springfield, Oregon IT WAS MOVED BY COUNCILOR RALSTON WITH A SECOND BY COUNCILOR WYLIE TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED BY A VOTE OF 4 FOR AND 0 AGAINST (2 ABSENT - WOODROW AND PISHIONERI). ITEMS REMOVED PUBLIC HEARINGS - Please limit comments to 3 minutes. Committee Appointments 2. Business from Council a. Committee Report BUSINESS FROM THE CITY MANAGER 1. Intergovernmental Agreement (IGA) with Willamalane Park and Recreation District for the Thurston Road, Lively Park Pedestrian Crossing Improvement Project (P21056). Engineer Richard Perry presented the staff report on this item. In conjunction with improvements at the Lively Park Facility, Willamalane Park and Recreation District (Willamalane) requested an improved pedestrian crossing treatment to assist pedestrians in crossing Thurston Road and reaching their facility. As part of this request, City Staff would design the crossing facility: a Rapid Rectangular Flashing Beacon (RRFB) similar to the one located at 51St and Main Street. City Staff would also be responsible for contract document preparation, bid award and construction management. Willamalane offered $28,000 toward project funding. At the time of bid opening, City Staff would determine if $28,000 was sufficient to complete construction and implementation of the project. If the costs were higher than anticipated, City may not award the contract and the project may be terminated. In addition to offering initial finances to construct the crossing, Willamalane had agreed to provide electric power to the crossing equipment for the life of the crossing at no cost to the City. In summary, the City would obligate time and professional resources to implement the crossing while Willamalane offers the finances necessary for construction and power. This cooperation with one of our Team Springfield partners would benefit the Citizens of Springfield with a safety improvement and protected crossing device. IT WAS MOVED BY COUNCILOR RALSTON WITH A SECOND BY COUNCILOR WYLIE TO APPROVE THE THURSTON ROAD, LIVELY PARK PEDESTRIAN CROSSING IMPROVEMENT INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF SPRINGFIELD AND WILLAMALANE PARK AND RECREATION DISTRICT AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0 AGAINST (2 ABSENT - WOODROW AND PISHIONERI).
