Subject: Land Use Compatibility Statement for a Change of Use at 215 "Q" Street, Map and
Tax Lot Number 17-03-26- 31-oil03
Dear Mike:
I am responding to your inquiry regarding a change in use at the above-referenced location. A
change in use of a building requires a Minimum Development Standards Application unless it is
determined the building is currently in compliance with SDC 31.010(4). Per our conversations
and a site visit conducted on November 3rd, it has been determined a change in use of this
building will not require a Minimum Development Standards Application.
The former business at this site was the "Q" Street Billiard Parlor. The proposed business is for
the Apex Fitness and Weight Loss Clinic. The zoning designation for the site is Community
Commercial which allows for Athletic Clubs as well as offices. The site meets the requirements
of the Springfield Development Code (SDC 31.010(4)) as follows:
1. A five-foot landscaped planter strip with street trees is installed along the site's "Q"
Street frontage.
2. The parking and circulation areas are paved, striped and provided with wheel stops.
3. Access to "Q" Street is provided.
4. Concrete sidewalks on "Q" Street are installed.
5. Streetlights are installed.
6. Connection to public utilities is provided.
The following improvements will need to be provided:
1. Screening the outside trash receptacles.
2. A minimum of 13 bicycle parking spaces provided.
