Narrative and Questions for 2327 Don Street
This property is currently is encumbered on its south side by the 100 year fioodplain of Channel 6. This
spring I applied for a LOMA (see attached) to remove the property from the floodplain. However, the
structure was not removed. Apparently fill needs to be placed to remove it from the floodplain.
I now would like to add approximately 3 inches of fill so that the property can be removed from the
Floodplain. This requires a LOMA-F and I need the City to sign off on the application form to FEMA.
My surveyor, Marv Krush, has determined a BFE of 438.4 feet and the grade at the corners of the
structure is at above this number (see attached tax map). I have the following questions:
1. Do I need to raise the grade by 3" and if so, I would like to discuss the options for doing this.
2. If I need to place fill to raise the grade even by a small amount (3" deep, 2-3 feet around the
perimeter of the foundation), would this require a Floodplain Overlay application and approval?
Would it require an LDAP?
3. Do you agree with the BFE provided by my surveyor? Apparently he used the BFE set in the
Clear Vue Estates plat as part of his determination.
4. Will the City sign off on the Community Official section of the ~OMA-F application?

The National Flood Insurance Program map affecting this property depicts a Special Flood Hazard Area that was
determined using the best flood hazard data available to FEMA but without performing a detailed engineering
analysis. The flood elevation used to make this determination is based on approximate methods and has not
been formalized through the standard process for establishing base flood elevations published in the Flood
Insurance Study. This flood elevation is subject to change.

REQUESTS FOR LETTERS OF MAP AMENDMENT AND
LETTERS OF MAP REVISIONB.ASED ON FILL
When making determinations on requests for Letters of Map Amendment (LOtviAs) and Letters' of Map
Revision based on the placement of fiIJ (LOMR-Fs), the Department of Homeland Security's Federal
Emergency Management Agency (FEMA) bases its determination 0[1 the flood hazard infomlation
3 vnilable at the time of the detemli[1alioll. Requesters should be aware flood conditions may change or new
information m'ty be generated that would supersede rEMA's determination. In such cases, the community
will be informed by lelier.

Requesters also should be aware that FEMA's denial of a request to remove a properly (parcel of land or
structure) from the Special Plood Hazard Area (SFHA) means FEMA has determined the property is

EtTective October 1,1996, FEMA revised the fee schedule for reviewing and processing requests for '
conditional and final'modific'ations to published flood information and maps, thereby establishing flat
review and processing fees for most types of requCl.1. Eftective September I, 2002, FEMA niodified that
lee schedule. All pew requests will be processed under,the current fee schedule.
