Bryson 825 Willicade Court Springfield, Oregon 97477 / Dear Mr. Bryson: It has corne to our attention that the dwelling located at 360 "Q" Street, Springfield, Oregon, is not connected to the sanitary sewer. In addition, the septic tank on your property has failed by evidence of raw sewage in the yard. Because this condition poses a potentially serious public health hazard, immediate corrective action must be taken. The Department of Environmental Quality has established requirements for septic tank abandonment in Oregon Administrative Rules, Chapter 340, Division 7. The required abandonment procedure is as follows: "Each and every owner of the real property upon which is situated a subsurface sewage disposal system which is required to be abandoned, or which has been abandoned, shall have all the sludge from the septic tank, seepage pit, or cesspool removed by a person holding a sewage disposal service license, and shall fill same with clean bar-run gravel or other material approved by the Director or his authorized representative." You should contact a licensed septic tank pumper. Many are listed in the yellow pages of your telephone directory. Upon completion of the abandon- ment you or your representative should notify the Building Division of the City of Spring- field for an inspection by calling 726-3769. Section 2-10-1 of the Springfield City Code requires that "...a person erecting or main- taining a water closet, sink, bathtub, or drain in the City upon property within 120 feet of any public sanitary sewer shall connect the facility with the sewer at his own expense. You will have ten (10) days from the date of this letter to connect to the san- itary sewer system. A plumbing permit is required to be obtained before work begins. The permit may be purchased at the Public Works Department. After connection to the sanitary sewer system is completed, all work must also be inspected by the Building Di~ision of the City of Springfield. Your anticipated cooperation is appreciated.
