Subject: Fire damage at 1336 "Q" Street, Springfield, Oregon
Dear Mr. Gray:
At the request of the Springfield Fire and Life Safety Department, the Building
Safety Division recently conducted an inspection of the fire damage at the
above address. The inspection revealed damage which must be repaired in order
for the building to comply with applicable City Safety Codes. Potentially
hazardous conditions now exist, due to the fire, which preclude the affected
areas from continuing to be occupied.
The following items must be repaired or replaced before the building can be
reoccupied:
Structural
Structural elements in the building were damaged by the fire to an extent
which has rendered them potentially incapable of supporting the loads for which
they were intended, as described below:
1. Walls:
A. living room - south wall supporting the second level, and east wall
at the entry door.
B. West bedroom - at several locations where charred members are reduced
by 1/4 inch or more.
C. kitchen walls - where charred members are as described above, includ-
ing wall area near the patio door.
2. Ceiling joists were damaged in the living room at two joist locations, and
must be either reinforced or completely replaced. If reinforcement is
contemplated, please submit structural data.

3. Roof trusses which were damaged in the following locations must be
replaced or repaired under the direction of a Professional Engineer- or ,
Architect who is licensed by the State. Design drawings bearing the
Engineer'sl Architect's stamp must be submitted to this office prior to
installation of replacement trusses:
A. Bedroom - West (rear), top chords of two trusses were damaged.
B~ Hall - Bottom chords of two trusses were damagedby the fire. In
addition, the top chord of a third truss was cut during fire fighting
procedures.
4. Second floor joists and sheathing were damaged in four joist locations at
the rear bedroom, including one in the adjoining duplex unit.
5. Roof sheathing was burned sufficiently to require replacement as follows:
A. Bedroom, West (rear) - throughout, including areas above the hall.
B. Eaves and Gables - at the north eave, and at the west and east gable
ends).
6. Kitchen soffit framing must be repaired, replaced or completely removed.
7. Interior stair treads and handrail must be replaced.
8. All gypsum board on interior walls and ceilings has deteriorated to a
degree warranting total replacement,except in the garage.
9. Insulation and vapor barrier is damaged and missing in many locations.
Electrical
10. The electrical wIrIng and equipment, including the service entrance
conductors have been exposed to temperatures above which they were
designed to withstand, and must be replaced.
Plumbing
11. Plumbing vent pipes were damaged in several locations and must be
replaced.
Permits will be required for all of the above. items, or any additional modifi-
cations you may desire which involve changes or additions to the structural,
electrical, mechanical or plumbing systems. Required permits may be obtained
from this office. Please note that installation and repair of electrical
systems on property which is intended for lease, sale or rent must be done by
an electrical contractor who is licensed by the state of Oregon.
All other facilities, such as smoke detectors, heating equipment, broken window
glass, etc, must be installed or replaced in accordance with present City
Codes.
