SUBJECT: HOUSING INSPECTION AT 1899 SCOTT ROAD, SPRINGFIELD, OREGON
Dear Mr. Christensen:
At your request the Springfield Building Division made a housing inspection at
1899 Scott Road, Springfield, Oregon, on March 26, 1981.
The findings of this inspection justify declaring this building to be a substandard
building as defined in Section 1001 (a) of the Uniform Housing Code (U.H.C.).
Therefore, any attempt to repair this building will be governed by Section 104 (b)
of the Oregon State Structural Specialty Code (O.S.S.C.). This section states
that any additions, alterations or repairs must conform to that required for a new
building or structure. Those general requirements are listed below:
Structural Specialty Code (S.S.C.)
1. All rotted and deteriorated wood must be replaced. The extent of this cannot
be determined until all underfloor structural elements are exposed.
2. All lumber, plywood, etc., must be graded and stamped by an approved ,!gency
(Section 2505, S.S.C.).
3. There must be a muumum of 18" clearance from the ground to all joist or sub-
floor and 12" for all beams (Section 2517 (c) 2, S.S.C.).
4. One and one-half square feet of foundation ventilation is required for each
25 linear feet of foundation (Section 2517 (c) 2, S.S.C.).
5. All headers shall be supported by 2" trimmers (Section 2518 (g) 7, S.S.C.).
6. All habitable rooms shall have a 7' 6" minimum ceiling heat (Section 1207 (a)
S.S.C.) .
7. Rafter and ceiling joist must be of sufficient size to carry the load and spans
(Section 2518 (h) 2, S.S.C.).
8. Windows shall be of a size and openable area sufficient to provide light, venti-
lation and emergancy egress (Section 1204, 1205 (a) S.S.C.).

1. Gas, water, drainage and vent piping shall be replaced to' meet code (Section 505,
P.S.C.) .

1. The house must be totally rewired except for the service (Section 110-8 E.S.C.,
and U.H.C. 701).
2. Properties for sale, lease, or rent shall be wired by an electrical contractor
(Section 22.110 (b) E.S.C.).
Please be aware of the fact that the above list represents only the major items or
general categories where repairs are necessary. If you decide to proceed with the
project, it will be necessary for you to submit two sets of construction plans in-
dicating all work to be done. A pamphlet explaining residential plan requirements
has been enclosed for your use. Before proceeding, we urge you to carefully review
the scope of work required. It is our experience that projects of this sort often
, tend to appear smaller or less substantial than they really are.
All permits must be obtained before work starts and all work shall be inspected be-
fore a Certificate of OCcupancy will be issued.
