Work Session Meeting
MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, MAY 2, 2011
The City of Springfield Council met in a work session in the Jesse Maine Meeting Room, 225 Fifth
Street, Springfield, Oregon, on Monday, May 2, 2011 at 6:17 p.m., with Mayor Lundberg presiding.
ATTENDANCE
Present were Mayor Lundberg and Councilors Pishioneri, VanGordon, Wylie, Moore, and Woodrow.
Also present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney
Matthew Cox, City Recorder Amy Sowa, and members of the staff.
Councilor Ralston was absent (excused).
1. Historic Commission Interviews.
City Planner and Historic Commission Staff Liaison Molly Markarian presented the staff report on this
item. There were three vacancies on the seven-member Historic Commission. The recruitment for the
vacancies opened on March 1, 2011 and closed on April 6, 2011. Two candidates applied: Paula
Guthrie and Tim Hilton.
Municipal Code Section 2.502 stated that the qualifications for membership on the Historic
Commission included being appointees of Willamalane Park & Recreation District or Springfield
School District # 19; or specialists with expertise in the fields of architecture, history, architectural
history, planning, or archeology who lived within the Metropolitan Area General Plan boundaries; or
residents, electors, or property owners within Springfield. The School District and Willamalane
declined to appoint representatives to fill this vacancy.
State and Federal funding of the City's historic preservation activities stipulated that a majority of the
Commissioners had professional qualifications in a field related to historic preservation. Four existing
members possessed these qualifications. Mr. Hilton and Ms. Guthrie also met the qualifications and
standards set forth by the National Park Service regarding commissions.
The vacancies on the Commission were the result of a resignation and the expiration of terms.
Springfield City Council Operating Procedures Section IX, Subsection 3.7, stated that vacancies on
commissions shall be filled as needed throughout the year as vacancies occur. The remaining vacancy
would be re-advertised the next time a vacancy occurred on the Historic Commission. Appointments
to the Historic Commission must be confirmed during a Regular Session.
Springfield Municipal Code Section 2.504 stated that appointed members shall hold office for four
years with the terms staggered to provide overlapping and continuity. Appointed candidates would
serve four-year terms beginning on the date of appointment by City Council.
The Council chose the questions they would ask of each candidate.
The Mayor and Council introduced themselves to the candidates.

The Mayor and Council interviewed Ms. Guthrie, asking the following questions:
1. Why are you interested in continuing to serve on the Commission? (Mayor Lundberg)
2. What are some examples of Historic Commission success that have occurred during your
tenure as a Commissioner? (Councilor Moore)
3. What contributions have you made to the Commission during your tenure? (Councilor
Woodrow)
4. What specialty or skill do you possess that has especially benefitted the Commission?
(Councilor VanGordon)
5. What do you think the role of the Commission is? (Councilor Pishioneri)
6. What vision do you have for the future of the Commission? (Councilor Wylie)
7. Do you have any questions of us? (Mayor Lundberg)
Ms. Guthrie said there was a lot more to do on the Commission and she would like to be able to
continue to serve to work on those things, which she had in a list.
Mayor Lundberg said they looked forward to whatever the commission did. They provided a valuable
service to the City.
Councilor Pishioneri noted that he was the Council liaison for the Historic Commission. The members
were all engaged and had special talents that benefited the Commission.
Ms. Guthrie said the staff liaisons, Ms. Markarian and Ms. Jones, had been very valuable and helped
the'Commission move forward and remain organized.
Mayor Lundberg asked Ms. Guthrie to email the list of things she would like to see accomplished, to
the Mayor and Council members.
Ms. Guthrie asked Council to let them know if they had ideas of what they would like to see.
The Mayor and Council interviewed Mr. Hilton, asking the following questions:
1. Why are you interested in serving on the Historic Commission? (Mayor Lundberg)
2. Describe your professional and personal experience as it relates to your desire to become a
Historic Commissioner. (Councilor Wylie)
3. What initiatives are you interested in working on if you are appointed as a Commissioner?
(Councilor Woodrow)
4. Describe your familiarity with the City's historic resources. (Councilor VanGordon)
5. What is it about Springfield's history that interests you most? (Councilor Wylie)
6. Have you attended a Historic Commission meeting? If so, what were your impressions?
(Councilor Pishioneri)
7. Do you have any questions of us? (Mayor Lundberg)

Councilor Moore thanked Mr. Hilton for stepping up and applying for this position.
Consensus was to appoint both applicants during the regular meeting.
