That cross section data is published in a HEC-2 data file "FILE13", with cross sections P & Q being #130 and #140. A copy of that portion of the HEC-2 raw data is attached. Additionally, an Eagle Point printout of Section #140 (STA 402+25) provides a cleaner way to view the raw data. This raw data was entered into the FEMA Quick-2 (VER 2.0) program to establish a basis for this analysis. The proposed lot fill and excavation of the regional stormwater facility will produce an average of 120 cubic feet of fill for each foot of river frontage. A printout of the 100 year flood for Section 1.2 (existing conditions) is included as part of this packet. Then an additional section ground point was inserted at the edge of the section to simulate the lot fill (blockage) of 120 cubic feet. That section, labeled 1.2, was run and produced no change in base flood elevation for a flow of 89,900 cfs. Therefore the proposed grading of subdivision lots and the construction of the regional stormwater facility will not cause a rise in the flood water elevation. EMBANKMENT SPECIFICATIONS The lot embankment material shall be either select native loam/native granular material free of deleterious materials, or import granular material. The material shall be placed in 8" loose lifts and compacted to 90% maximum density relative to standard proctor test T180. A proof roll test shall be substituted, if a proctor test cannot be performed that will provide a representative sample. All exposed slopes, both excavation and embankment, shall be seeded with turf type tall fescue or approved wetland seed mix. All excavation and embankment activity to be in compliance with approved DEQ 1200- C Permit and approved City Land Drainage Alteration Permit (LDAP). M:\Ciients\A.
