Respectfully, Jim Donovan From: Scott Lawson [mailto:scott4684@comcast.net] Sent: Thursday, October 06, 2005 6:48 PM To: DONOVAN James Subject: SUB200s-00047 Legacy Estates Written comments Mr. Donovan the following are my concerns about the proposed subdivision: 1) 16thST and 1 ihST are too narrow for two way traffic if cars are parked in the 'street, the city cannot dictate against this lawful practice as the beginning of both are in Lane County 2) Extreme burden on local schools, Briggs MS and Yolanda Elm. up to and exceeding 40 new students.(based on 20 houses) These schools already are over flowing 3) This project has been stopped in years past, why can it be done now? 4) Wood Duck habitat destroyed by this project, what will the impact be? Not too many Wood Ducks left on McKenzie flyway, the city should have a study done. The developer should provide a plan to reduce the impact of destroying this habitat 5) The property was partly under water during the 1996-97 floods, how can you build on land that is clearly flood plain? The city engineer told me that part of it was in fact in the flood plain. . 6) The project was sold by Mr. Corey to the annexation board with the following: 14 houses not 20 and 3 streets feeding the traffic for (14) not 20 homes vs. 2 & 2/3rds or simply 2 streets. We who attended the meeting asked why the plat copy . showed 20 homes from the start, not the 14 as proposed to the board, no answer given.... Please consult the annexation meeting minutes to verify 7) You have a big problem on 16th as you are well aware this has stopped the project before, therefore the proposed 20 homes should be reconsidered towith 3/1/2006 \. H . . Page 2 of2 only 2 feeder streets 5 or 6 homes might be feasible no more. 8) The city is in failure to complete The Grand Vista Development sewers and hook- ups. How can the city complete SUB2005-00047 Legacy Estates? And why should it be trusted to do so? Based on Grand Vista 9) Traffic at the intersection of 19th and Yolanda will be a mess; a light and widening is needed if 20 more homes are built 4 blocks west of the intersection. 10) Fire and Life Safety does not have adequate access on 16th with 2/3 street as proposed. I'd like to see an engine crew make it past the existing portion on 17thSt of Lane County with vehicles parked on both sides to access SUB2005- 00047 Legacy Estates. Please do not have the developer contact me in any way as was the practice by the city earlier this year. Respectfully, .
