Mr. & Mrs. Arlen Kopperud 3238 North 16~ Street Sprinqfield, Oreqon 97477 March 9, 2006 City of Sprinqfield Urban Planninq Commission Sprinqfield, Oreqon 97477 !Jf'lt0 Received: Plannl'!fi 3-9-0]7 vD Mr. Donovan: We would like to take this opportunity to express our concerns and address the issues concerninq the revised proposal of ADDITIONAL SUBDIVISION TENTATIVE PLAN INFOIlMATION, dated February 22, 2006, as they relate to well (C(I.$64fSt..lB..u>o5"-"0 OiJ''7), , First, there is the matter reqardinq the proxilnity of the proposed storm-sewer-drain lines in relation to our well and Oreqon state law requirinq municipal storm-sewer lines, to be a minimum of 50 feet away from a well, which the revised proposal for placement of storm and sewer lines would not meet. (of 2f~ our Secondly, we would like to aqain remind you that chemicals from asphalt are known to contaminate wells, and the seepaqe from the proposed "new" extension of North l6~ Street servinq the tentatively planned subdivision would run within several feet of our well, which is only one foot from the property line di vidinq our land from Joe Proden' s land. The natural seepaqe of asphalt chemicals is known to cause well contamination and cannot be direrted 9Y s~9Pinq a street that would run within severali~ang~'th~nk~nq" seepaqe could be diverted somehow to the other side of the street and cauqht in storm drain lines. Asphal t is porous and will slowly seep its chemicals downward to contaminate our water source. Thirdly, we consider drainaqe of all storm water from houses and streets proposed by the development of Leqacy Estates subdivision would be a theft and depletion of qround water used to provide water for our well, and will lower or deplete the qround w"ter level to the point of makinq our well unuseable. XSo we believe that contamination from lawn and qarden chemicals would not be 3/1 /0(- 'f/(i) . ). . . " drained adequately by the proposed drain lines and would only penetrate into the ground, adding further ground water contamination. Finally, we believe that Mr. Corey's stoxm-sewer-drainage plan for the proposed subdivision of Legacy Estates is unworkable, unrealistic and illegal, which is totally unacceptable to us. Yours truly, ~,+~-~~ Mr. & Mrs. Arlen Kopperud ,
