Hammer Plan Amendment TIA
Jim,
The following comments are based my brief review of the Hammer TIA.
The TIA analyzes and compares forecasted traffic conditions in 2019 under two deveiopment scenarios:
Scenario 1 assumes development as shown in the TIA that was submitted with Hammer's industrial
subdivision application,
Scenario 2 assumes different commercial developments on specific parcels proposed for zone change to
commercial.
The TIA concludes:
a) Projects in the existing TSP (TransPlan) would not provide adequate capacity to accommodate
development Scenario 1.
b) By constructing anj~entified set of projects on 42nd Stre~nd at the Eugene-Springfield
Highway/42nd Street Interchange suITIcient capacity would be added to accommodate either Scenario 1 or
Scenario 2.

The TIA recommends the developer construct an identified set of improvements "as a condition of
development" thus assuring that facilities will meet the applicable performance (level of service)

Issues:
1) The TIA does not directly address Goal 12 criteria. This is not necessarily a fatal fiaw but Goal 12
criteria (TPR) will need to be addressed somewhere in the findings for the land-use decision. More
important is the fact that the recent LUBA decision on the PeaceHealth PAPA has altered and thrown into
limbo our understanding of what the Goal 12 test needs to be. .
2) Issue 1 aside, the feasibility, appropriateness, and required mechanisms for constructing the
recommended roadway improvements are uncertain. For example, the TIA recommends adding a new
southbound iane along the west side of 42nd Street but there is a wetland/drainage ditch right at the
existing road edge.
As we discussed, it is probably a good idea to sit down with Meg and discuss how to approach this
application, then meet with the applicant to layout the issues. It may well be to the applicant's advantage
to wail until the Goal 12 questions have been more fully resolved rather than try to hit a moving target.
