The flood insurance study (FIS) being prepared by the Corps of Engineers is currently on hold for 2 key considerations: 1. The preliminary results from the study show that additional data and analysis is needed t6 complete the upstream study area beyond Hendricks Bridge. This additional work may need to extend up to the Walterville area or beyond. Funding for this additional work was not included in the original study scope and has not been identified. 2. I learned in late May that FEMA has contracted with the Corps of Engineers to develop new hydrology (river flow) data for the Upper Willamette Basin, which includes the McKenzie River. This hydrology study will likely take a couple of years to complete and is being done to support a broader FEMA effort for updating their flood studies throughout the Upper Willamette Basin. Both FEMA and the Corps recommend that the current McKenzie River/Cedar Creek FIS work be tabled pending the results of the hydrology study since this may have a significant effect on the FIS results. Concerning the potential annexation of the property at the north end of 6Sth Street, the City has adopted new standards and codes for annexing property as a result of the dissolution of the Lane County Boundary Commission a couple years ago. Any annexation application will be subject to the new requirements. While we have not reviewed the subject property in the context of the new requirements, it is likely that some conditions or reference to flood plain concerns would be included in the required Annexation Agreement since we believe that the current FIS for the McKenzie River and Cedar Creek is flawed and we do not have an updated FIS. In 2007, we were able to partition the property and sell the part that was outside the urban growth boundary. We had a buyer, Mike Blankenship, for the 4.69 acres withiri. the UGB and he spent a considerable sum of money on the partition and engineering work for a proposed subdivision. The flood study 1 . . being done by the Corps of Engineers put that purchase on hold and the change in the market further complicated the proposed sale. The flood study results that I saw in 2009 seemed to verify that the property was not going to be in the flood plain. I'm hoping for an update on the flood study status and whether the property located at the end of North 65th could be annexed without conditions related to the flood study.
