Section 1701 of the State Building Code, representative(s)' from our finn have performed special
Inspection and observations during the constructiotl of lots 4 thru 12 at the above listed project The work
observed was performed by Wildish Sand and Gravel.
Our project file(s) indicate that PSI's special inspection and observations during construction of the pads
was conducted as scheduled from August 18, 2005lhrough S~ptember 27,2005. For more speciftci detail
of our inspectfons and observationsple:!ilse reference our previously submitted reports 722-50317-1
through 722-50317-12.' , '
To the best of our knowfedge, the earthwork. performed by Wildish Sand and Gravel and Inspect.~ and
observed by our firm was in general accoidancewlth the projeCt requirements, plans, specifications, our
geotechnical report dated July 22, 2005 (including meeting the minimum allowable soil bearing capacity of
1 ,500 " pounds per square foot); and eppJicableworkmanshlp provisions of the State BUilding Code and
Standards. Please note that this letter covers the construction of 1he single family resfdence lots up to
finished sub-grade for lots 4 thru 12 arn:l does not inolude footing excavations (which have not yet been
performed), the placement of crushed rock.; nor lots 1 thru 3 or,lots 13 and 14, these are native cuts lots

shall be located in this easement and subject to restrictions unless otherwise approved by the City of
Springfield Planning Director.

Condition of Approval #2: Glacier Drive cannot be paved andfinished before the
completion of the South 42nd Street City Improvement Project #20347 because the
proposed subdivision's storm run-off is proposed to connect with the South 42nd Street
improvements.

Response: City Project #20347 is not proposing to extend the S. 42nd Street
improvements to the Glacier Drive intersection until Phase II in the summer of 2006.
The City has agreed to provide the IS-inch storm se\-ver and manhole to the intersection
of Glacier Drive in the Phase I portio'n of the project, scheduled to be installed this ,
summer or early fall. Conditions #12 & #13 state that Glacier Drive can be paved and
fmished once 1:loolCUptO 'the City storm system has been approved.
Condition of Approval #3: The applicant's Glacier Drive Public Improvement Project
must be approved prior to final plat approval,
Response: This is being completed at this time.

Condition of Approval #5: No parking will be allowed on the north side of the newly
completed Glacier Drive,
Response: Ok, this is shown in the attached PIP's.
Condition of Approval #6: No on-street parking will be allowed in the Glacier Drive
cul-cje-sac bulb, because fire trucks have a wall to wall turning radius of approximately
38-jeet and on-street parking may impede fire and life safety procedures.
Response: Ok, this is shown in the attached PIP's.
Condition of Approval #7: Noparking will be allowed along the private joint use/access
driveways for Lots 9 & 10 and 12 & 13 because it may impede fire and life safety
procedures,

Condition of Approval #8: Prior to final plat approval, the applicant shall plant the
street trees asproposed, and with adjustments to' the following lots:
_ The proposed trees adjacent to the panhandle driveways must be set back a
minimum of 1 O-feet to facilit~lte the vision clearance area at the driveways' access
onto the street as required in SDC 32.070(3). '
-Lot 11: The proposed tree on Lot 11 shall be placed adjacent to the panhandle

Condition of Approval #11: Sanitary sewer crossings, as shown, on a main line are not
