Any reuse of this building needs to replace the landscaping in accordance with the original site plan approval. The proposed bingo use is considered a "change in use" through the Springfield Development Code and needs to conform with the standards of the Code applicable to the proposed use. The property was developed for retail sales and therefore the parking standard used at the time of development was for retail sales/warehouse uses. A total of 46 paved parking spaces were provided. Bingo is considered "Recreational" in the Springfield Development Code and is subject to the following parking standards: "1 for each 100 square feet of floor area in the primary assembly area and 1 for eaCh 200 square feet of gross floor area in the remainder of the building". The parking available would only allow 4,000 square feet of the building to be used for bingo. This would leave ]8,1)110 square feet of the building vacant and any proposed future use of this 18,000 square feet would have no parking spaces available. It appears that this property is inadequate for the proposed use.
