Please find attached, the completed Pre-Application Conference
Request for the above property.
I think the best comparison of the use that this property will
be put to, is to compare it with the Pacific Northwest Bell
facility on Country Club Road, in Eugene. Here, the facility
contains their main area offices, work stations, materials,
and equipment all in one central physical location. The use
of the warehouse/storage facility (property in question), would
be incidental to the use of the 28,000 sq. ft. office structure
immediately adjoining to the east. There would be a total
of 169 employees located here.
There is also the prospect of another major building having to
be constructed in the general area if we are successful in this
request. This would be an office structure.
If our request is unsuccessful, it is our intent to propose new
construction for the tenant in the Delta Oaks area of Eugene,
where this type project would be permitted.

SUBJECT: USE OF PROPERTIES IN THE GATEWAY LOOP AREA
Dear Mr. Norris,
In response to your inquiries concerning the occupancy of the former labor
union building at 1142 Gateway Loop, the former Grantree building at 1162
Gateway Loop, and a vacant parcel on Gateway Loop, by unspecified office and
warehouse users, I can supply you with the following information:
1. All of these properties are zoned CC Community Commercial District.
Business and professional offices and personal services are permitted uses
in this district (Section 18.020(3)).
2. Some warehousing and/or storage is possible, but it must be ancillary. to
the primary permitted use. The only exception to this involves warehouse
retail and wholesale sales and display, and mini warehouses. Without
knowing what the relationship is between the office use and the warehouse
use, and without knowing the type or amount of materials stored in the
Grantree building, it is not possible for us to determine at this time if
this use would be permitted.
3. The use of the vacant lot as a fleet parking lot is permitted upon approval
of a site plan.
4. An outdoor storage yard for heavy equipment, i.e. backhoes and tanker
trucks, would not be allowed in this area.
You can see from these responses that it is difficult to give a precise answer
to your proposals without more information. I would advise you to take
advantage of our pre-application process so that you can get the kind of
answers you need to assist your client. I have included an application form
for this process with this letter. You will note that there are no fees
involved and we can review your proposal within 6 days of submittal.
