However, staff has determined that the Cabela's generator will be located within Tax Lot 2219, which is outside the 20 Year Time of Travel Zone. Therefore, a DWP application will not be required. Stormwater management requirements still apply to the proposed generator enclosure and may include a hard-piped connection to the stormwater system with shutoff valve. Staff does not support piping the generator enclosure drainage to the outside wall and allowing it to drain across the sidewalk and parking lot. I would encourage you to discuss the stormwater drainage details with the City's Public Works Engineer for this project, Clayton McEachern. The pipe would terminate at a valve on the inside of the enclosure wall. Drainage leaving the enclosure would travel across the sidewalk and across the parking lot, ultimately entering an existing catch basin which drains to the swales at the west edge ofthe property. This drainage concept assumes that the generator enclosure is open to above, the generator itself is constructed with a containment pan under the generator to contain leaks from lube and antifreeze, and the valve through the curb will be closed during refueling operations and generator maintenance. The City of Springfield is not imposing any stormwater treatment requirements for this project, so Cabela's would probably not install a filter insert within the existing catch basin unless this was a SU8 DWP requirement. Please let me know if this raises any concerns. I do have a couple of additional items that I would like to clarify with you. 1.) Although the Cabela's building itself is within the 20+ TOTZ, a portion ofthe Gateway Mall property is located partly within the 10-20 year TOTZ. Per SDC 3.3-220.C.3, tax lots having parts lying within more than one TOT2 are governed by the standards of the more restrictive TOTZ. There are some exceptions to this rule (as defined in SDC 3.3-220.C.3.a, b, and c), but it does not appear that the Mall property would qualify for all the necessary conditions. Specifically, we understand that other uses within the Mall property preclude qualification for condition 3.3-220.C.3.a. Does SUB have anything on record from previous DWP applications on the Mall property that would address landscaping, or should this be addressed in the Cabela's DWP.application?
