Pen and ink change on the final site plans, you prep the notation on the plan and I will sign, JD From: MARKARIAN Molly Sent: Monday, November 23, 2009 12:38 PM To: DONOVAN James Subject: Afiya Apartments Landscape Changes Jim, I have approved the Final Site Plan for Afiya Apartments, and I anticipate completing the Development Agreement this week. In the meantime, the applicant has received revised budget figures and is having to make cuts across the board in various features ofthe project. One area where they have identified being able to make cuts to their budget is in regards to the initial planting size of the shrubs. Below are the pertinent findings from the site plan review report that cite the SDC requirements with regards to shrub height at planting for this particular development. Essentially, the multi-unit design standards specify 24" shrubs at planting as opposed to the five-gallon sized shrubs at planting that the landscaping section of the code stipulates. To help curb costs, the applicant is requesting that they be allowed to plant a single row of 24" -tall shrubs directly against the wall of the trash enclosure and against the building wall on the south side of the apartment building between the parking and living areas with the rest being typical five-gallon size shrubs. I think this is a reasonable accommodation, especially given the fact that the applicant could have proposed ground cover instead of shrubs in a lot of places. However, before giving the ok to the change, I wanted to check in with you. Let me know what you think so that I can get back to them. Thanks!! Finding: SDC 3.2-240 D.4.b. states that trash receptacles shall be screened and that obscuring landscaping shall be planted a minimum of 24 inches in height at planting around all exposed sides of the wall or fence that screens the trash receptacle, unless breaks are provided for gates. Finding: SDC 3.2-240 D.6.a. states that all trees planted on the site shall be a minimum of two inches in caliper and all shrubs planted on the site shall be a minimum of 24 inches in height at planting, and SDC 3.2-240 D.S.d. restates this requirement for the planting areas that screen parking from livjng area windows.
