SDC 3.3-420 Development Standards B. Specific Standards. In all areas of special flood hazard within the City and its urbanizable area where base flood elevation data has been provided as specified in Sections 3.3-41 OA. and 8. or 3.3-4158.4., the following provisions are required: 1. Residential Construction. a. New construction and substantial improvement of any residential structure shall have the lowest floor, including basement, elevated to 1 foot above the base flood elevation. b. Fully enclosed areas below the lowest floor that are subject to f1oodir)g are prohibited, or shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of flood-waters. Designs for meeting this requirement shall either be certified by an engineer or architect or shall meet or exceed the following minimum criteria: i. A minimum of two openings of equal size having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. ii. The bottom of all openings shall be no higher than 1 foot above grade. iii. -Openings shall be located to allow unrestricted cross-flow of flood-waters through the enclosed area from one side to the other. iv. Openings may be equipped with screens, louvers, or other coverings or devices if certified by an engineer or architect, provided that they permit the automatic entry and exit of flood-waters. The site is entirely within the floodplain of the McKenzie River, Zone AE as identified on the Flood Insurance Rate Maps, Panel 1153, dated June 2, 1999. The applicant has provided an elevation certificate that demonstrates the base flood elevation is 452.44'. . The applicant has provided a site plan showing the proposed construction. As determined by the surveyor, the elevations of the existing ground range from 450.7' to 450.9'. . SDC 3.3-420(B)(1) requires the lowest floor to be elevated to 1 foot above the base flood elevation. The base flood elevation is 452.44'. . The applicant expects the lowest floor to be 453.5'. The elevation of the lowest floor must be verified with an elevation certificate. . In accordance with SDC 3.3-420(B) and FEMA Bulletin 1-93, include openings in the foundation to allow entry and exit of floodwaters. Conditions of Approval: 1. Provide a second FEMA Elevation Certificate completed by a certified engineer, surveyor or architect, performed while the building is under construction to be provided to the Building Inspector at the time of the post and beam inspection and a third after construction of the addition, but before occupancy. Anchor as necessary to meet Building Codes. Construction materials and methods shall be designed to prevent flood damage. Utilities shall be designed and located to prevent water from entering. The applicant shall keep all records for inspection.
