Project Name McKenzie-Willamette Medical Center - Northside Freezer Installation 1460 G Street, Springfield, OR 97477 2. Size & Location of Property Map and Tax Lot: Map 17-03-36-22, Lot 04601 Size: 8. 71 Acres The development site is located in the Mohawk Boulevard area of central Springfield, bounded by Mohawk Boulevard to the west, I Street to the north, 16'h Street to the east, and G Street to the south, 3. Zoning and Plan Designation of the Site and Adjacent Properties This parcel is designated in the Metro Plan as Major Retail Center and is zoned Mixed Use Commercial (MUC), The site is also located within the Hospital Overlay District (HS), a Drinking Water Protection Overlay District (DWP), and a Nodal Development Overlay District (NDO), ~cross Mohawk Boulevard to the west is Willamalane Park, To the north, the property is zoned Mixed Use Commercial. To the east and to the south, the property is zoned Low Density Residential and General Office, and is used for hospital and medical related uses. 4. Proposed Use of the Development Area and Scope of Proposed Development The proposed use for the development area is the installation of an accessory structure - a new walk-in freezer that will replace an aging unit within the building. The freezer is a self- supporting unit approximately 400 square feet in area and less than nine feet tall, and requires a new compressor unit for cooling. The freezer & compressor unit will rest on a new concrete slab, connected by new sidewalks to an existing loading dock and an existing, exterior concrete patio, A new chain link fence with gate and privacy slats will be installed at one side of the freezer unit to secure the compressor area, The total increase of non- pervious surface area, including concrete and freezer unit, is 880 square feet. Minimum Development Stan 5 - Written Statement P age 12 Regarding the operating noise level of the new compressor, the intensity of sound is approximately 76 dB at 10-feet from the unit, which will be reduced to 70 dB at 20-feet. This level is comparable to average street noise, and approximately 20 dB lower than the typical delivery truck frequenting the adjacent loading dock (according to Mechanical and Electrical Equipment far Buildings, 6th Edition). In order to minimize the impact of the compressor noise on the existing patio to the east of the proposed development, the compressor is to be located on the opposite side of the freezer, away from the patio, and is 47-feet from the patio at its closest point. 5. Access Existing access to the property will not be altered or affected by the proposed development. Access to the proposed accessory structure will be by foot via new sidewalks, as noted in four, above. 6. Proposed Off-Site Improvements None. 7. Current Use of the Site and any Existing Improvements McKenzie-Willamette Medical Center (MWMC) is an acute care, 114-bed hospital serving the Lane County area. The parcel is fully developed, and the current land use application proposes minor modifications to the improvement area. The total building area at the ground floor, prior to work proposed in this application, is 92,382 square feet. Open space area within the parcel is approximately 135,426 square feet, excluding parking, loading, and access drives, which represents approximately 35% of the total parcel. 8. Special Site Features; General Statement Addressing Soil Type and Drainage Conditions The Floor Insurance Rate Map (FIRM) identifies the site as being in Zone X outside the 500- year floodplain (Map Number 41039C1142 F). Soil types on the site area classified in the lane County Soil Survey as Coburg-Urban Land Complex (32) and Awbrig-Urban land Complex (6). No wetlands are identified on the National Wetland Inventory map or the Springfield Local Wetland Inventory. The site is identified as being located within the 10 year time of travel zone for the potential 16th and Q Street Well. 9. Estimated Quantities and Type of Materials Involved in Proposed Fill or Excavation The proposed development will require approximately 84 cubic yards of soils (type as noted above) to be excavated from the development area. Approximately 32 Cubic yards of 3/4(-) gravel fill will be compacted as a base for the new concrete slab and walkways. 10. Number, Type, and Size of Trees to be Removed Three (3) pine trees are proposed for removal on the basis of their location in relation to the proposed developments, ranging in size from 8-13" in diameter breast height (DB H). Tree removal will be completed by a contractor licensed to do the work using accepted site clearing and tree felling techniques and procedures. On site supervision will be present at the time of removal to ensure that no damage to surrounding trees or properties occurs.
