WRITTEN NARRATIVE FOR HIA TT ESTATES DEVELOPMENT 17-03-26-13 TL 102 This Site Plan Review Submittal application is a proposal to develop the vacant lot at the northwest comer of loth Street and Q Street (Map 17-03-26-13, Tax Lot 102) into multi-family dwellings. Currently, the lot is vacant with no existing structures on site. The total site area is 0.58 acres and is generally flat with vegetated ground cover consisting predominately of grass. There is a 60" filbert cluster in the southwest comer of the lot. According to the Soil Survev of Lane Countv, by the Natural Resource Conservation Service, the soils on site consist of Salem (119) and Coburg (32). Salem soil is moderately well draining (Hydrologic Group: B) with a depth to high water table greater than 6 feet. Coburg Soil has moderately slow peimeability with a hazard of water erosion that is slight. The new development proposes the construction of 4 new duplexes or 8 dwellings along a private concrete access drive aisle. Each dwelling will have its own garage and driveway. All units will have individual utility services and meters. A 6" sanitary pipe is to be constructed along the private drive to be used as a service lateral for this development. Storrnwater management will be met by installing pervious concrete pavers on half of the non- building rooftop impervious surfaces. The remaining non-building rooftop storrnwater runoff will be collected by a 2 chamber steel catch basin with an oil and grease filter. This catch basin will connect with the roof downspout lateral running through the project and convey to the 21" storrnwater main on 10th Street. Solar access will be met by having 10' setbacks from the north lot line for the northern two units. Per Table 3.2-1 from the Springficld Development Code, with a North-South dimension of65', a Shade Point height maximum of20', the solar setback minimum is 8'. A North-South depth of 65' was taken from the center of the access driveway to the north property line because this dimension functions as a property line. Using a setback of 10' allows a conservative design regarding Solar Access Requirements. All additional Site Plan Review Submittal items are included with this packet. Storm Drainage Evaluation 10th Street and Q Street --Hiatt STORM DRAINAGE EVALUATION Hiatt Estates Springfield, OREGON This evaluation was prepared to summarize the drainage system proposed for the Hiatt Estates development. The site is located at the northwest corner of the intersection at loth Street and Q Street in Springfield, Oregon. Half of the stormwater will be treated on site by using pervious pavement. The other half of the storm water will be graded to a catch basin and be filtered before entering the city's stormwater conveyance system. Existing Conditions The site currently has no existing structures. The total site area is 0.58 acres and is generally flat with vegetated ground cover consisting predominately of grass. For additional information on the utilities and services just off site, see the Existing Conditions Plan. Runoff from the driveways and the outside 2.5' of the private access street will be treated and infiltrated by using pervious pavers. All remaining stormwater runoff rrom the street will be collected by a catch basin that will have removable oil and grease filter. This catch basin will connect into the stonnwater lateral along the private drive. Storm Drainpge Evaluation 10th Street ond Q Street -~Hiatt Stormwater Quality Per City of Springfield Stonnwater Design Standards section "3.03.6 Vegetative Treatment Requirements", a "minimum of 50% of the non-building rooftop impervious area on a site shaH be treated for stonnwater quality improvement using vegetative methods." For this reason stonnwater quality will be met by using pervious pavement for half of the drivable surfaces and a 2-chamger steel catch basin with a removable oil and grease filter for the other half. Pervious pavers are an approved treatment option and will be used on all driveways and the outside 2.5' of the Private Access Road. Pervious pavers provide treatment in the removal of pollutants such as hydrocarbons, sediment, and metals and allow for the quick removal of stonnwater through void openings. Pervious pavement also helps promote groundwater recharge. Attached is the Design Model of the Pervious Pavers to be used. In order to detain additional runoff from the site, there will be a 5'x20' pervious pavement island around the 2-chamber steel catch. This will provide detention for some of the nmoffbefore entering the 2-chamber steel catch basin which will provide pre- treatment for the remaining pavement areas as required by City of Springfield Stonnwater Design Standards section "3.03.5 Parking Lots/Paved Areas." The use of the 2-chamber Steel catch basin with an oil and grease filter for pretreatment is a common practice for the City of Springfield. Storm water Runoff Analysis For a conscrvative analysis of the stomlwater runoffITom the site, we will assume no detention ITom the pervious pavement island in the Private Access Drive. Therefore the total impervious area will be 0.30 acres which includes the impervious roadway and the roofs ITom the site. The following Rational Method calculations show the approximate maximum runoff flow for the 25 year, 24-hour storm event.
