MINUTES OF THE REGULAR MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, MARCH 21, 2011
The City of Springfield Council met in regular session in the Council Chambers, 225 Fifth Street,
Springfield, Oregon, on Monday, March 21 at 7:05 p.m., with Mayor Lundberg presiding.
ATTENDANCE
Present were Mayor Lundberg and Councilors Pishioneri, VanGordon, Wylie (by conference
phone), Moore, and Woodrow. Also present were City Manager Gino Grimaldi, Assistant City
Manager Jeff Towery, Assistant City Attorney Mary Bridget Smith, City Recorder Amy Sowa,
and members of the staff.
Councilor Ralston was absent.

The Pledge of Allegiance was led by Mayor Lundberg.

WOODROW TO APPROVE THE CONSENT CALENDAR WITH CHECK #104212 AND
BANK OF AMERICA PAYMENT #990427 OF THE FEBRUARY 2011
DISBURSEMENTS REMOVED. THE MOTION PASSED BY A VOTE OF 5 FOR AND 0
AGAINST (1 ABSENT - RALSTON).
ITEMS REMOVED
1. Check #104212 and Bank of America Payment #990.427 of the February 2011.
Disbursements.
Councilor VanGordon declared a conflict of interest because the payments listed were to his
employer UPS. He would not be voting on these checks.

WOODROW TO APPROVE CHECK #104212 AND BANK OF AMERICA PAYMENT
#990427 OF THE FEBRUARY 2011 DISBURSEMENTS. THE MOTION PASSED WITH
A VOTE OF 4 FOR AND 0 AGAINST (1 ABSENT - RALSTON AND 1 ABSTENTION
VANGORDON).
PUBLIC HEARINGS - Please limit comments to 3 minutes. Request to speak cards are available
at both entrances. Please present cards to City Recorder. Speakers may
not yield their time to others.

a. Committee Reports
I . Councilor Pishioneri reported on the McKenzie Watershed Council. During their last
meeting, the McKenzie Water Master gave a presentation on the McKenzie River and
water rights. The Water Master noted that certificates issued to cities were in place
forever, which explained how EWEB found the extra water to go to Veneta.
2. Mayor Lundberg said on Saturday, March 12 she attended the Battle of the Books
and the National Gymnastics Meet at Willamalane Sports Center. It was great to see
all of the participation from so many kids in the community. During the Battle of the
Books at Springfield High School, kids cheered for their favorite books as they were
displayed on the screen. The local teams would be going to the State competition. It
was great to see people coming out and supporting our kids.
BUSINESS FROM THE CITY MANAGER
Mr. Grimaldi noted that this was Development Services Department (DSD) Director Bill Grile's
last Council meeting. In his tenure, Mr. Grile had brought a great deal to the City of Springfield
and accomplished many things. He would be missed.
Mr. Towery said he started his career with Mr. Grile in Coos Bay and had known him throughout
his career.
Mayor Lundberg said this would be a good time to acknowledge Mr. Grile.
Councilor Pishioneri said during his tenure as a Councilor, there had never been a negative
contact with Mr. Grile. Mr. Grile had always been professional, helpful, and with the highest
integrity. It had been great knowing him as a friend.
Mr. Grile said it had been a privilege working with the staff at the City and the councilors past
and present. He did renew his personal membership to the Springfield Chamber of Commerce
and planned to remain involved in the community.
Mayor Lundberg said they had not always agreed, but.he had always been able to look at issues
from all sides and be creative. She felt it was Mr. Grile that brought the Farmer's Market to
Springfield and she thanked him for that. Mr. Grile gave land use a dimension the Mayor and
Council wouldn't have had without his enthusiasm and knowledge. That had helped the City
move from what they wanted to do to actually getting it done. She appreciated him very much.
Councilor Woodrow thanked Mr. Grile for his power of positivity.
Mr. Grimaldi noted that this was also Community Services Department Manager Dave Puent's
last meeting, but Mr. Puent had already left the meeting.
Mr. Grimaldi reminded the Mayor and Council about their Goal Setting Session on March 28.
