Discussion of Conditions of Approval from the Staff Report and Decision dated 2/6/08 1, Weyerhaeuser will obtain a Land Drainage Alteration Permit from the City of Springfield. 2. Weyerhaeuser will provide the City of Springfield with copies of all the State and Federal permits obtained for the project. 3. There will be no DNAPL's used, stored or produced on this project. 4. The project will employ construction and operating practices that protect groundwater resources. As per our conversation in February, there are no additional fees required to complete this portion site plan application process. The application must conform to the Final Site Plan Review Submittal Requirements Checklist on page 4 of this application packet. . Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Final Site Plan Review Submittal Requirements Checklist have been submitted. . Applications missing required items will not be accepted for submittal. 2. City Staff Conduct Detailed Completeness Check . Planning Division staff conducts a detailed completeness check within 30 days of submittal. . The assigned Planner notifies the applicant in writing regarding the completeness of the application. . An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. . Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application & Issues Final Approval . This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. . Decisions address all the applicable approval criteria and/or development standards. . Applications may be approved, approved with conditions, or denied. . The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed. . The decision issued is the final decision of the City and may not be appealed. 4. City Drafts a Development Agreement . Applicant and City sign Development Agreement . Final Site Plan and Development Agreement become null and void if construction has not begun within two years of signing the Development Agreement. 5. City Conducts Final Site Inspection . Final Site Plan Review Submittal Requirements Checklist . Proiect Location The project is located just north of the Weyerhaeuser Springfield Containerboard Mill along the McKenzie River and Kizer Slough. Proiect Description The project includes construction of a fish screen and water intake on the McKenzie River, a raw water pump station on the Weyerhaeuser site, a 60-inch-diameter micro- tunnel connecting the fish screen intake structure and the raw water pump station, an underground pipeline connecting the pump station to the existing powerhouse building at the mill and a new unit substation to provide electrical power to the pump station. The unit substation will be feed from the mill's electrical grid. A temporary cofferdam will be installed for the duration of the water intake system construction process and will be removed upon completion of construction of the water intake structure. The fish screen and water intake structure will occupy 855 square feet. The approximately 500-foot-long, 60-inch-diameter micro-tunnel will be constructed below ground to limit ground disturbance during project construction. The raw water pump station and unit substation will occupy approximately 1,600 square feet. The pumps, variable speed drives and generating set will be relocated from the existing pump station to the new location. All excess excavated materials will be disposed of at the northeast corner of the Weyerhaeuser site. The COE permit stipulates that the in-water work (intake structure) can only be done during the time period from July 1, 2008 thru August 31,2008. Award Contract - March 1 Mobilize - April 1 Jacking pit and micro-tunnel - May 1 - June 30 Intake structure - July 1 - August 31 Site restoration -- September 1 - September 30 Phase /I - PumpinG Station.
