Re: Notice and Order to comply with the Springfield Building Safety Code
Administrative Code relative To the Unsafe and Substandard Building At 4501 Franklin
Blvd., Eugene, Oregon
Dear Ms. Counts:
As a result of a recent complaint, the City of Springfield Community Services Division,
Building Safety, has determined that the structure located at the above referenced
location, also known as Lane County Assessors Map # 17033444, Tax Lot #00200, for
reasons below, a substandard and unsafe building as described in the Springfield Building
Safety Code Administrative Code. Lane County Assessment and Taxation records reveal
that you are the owner of this property,
Section 203 of the Springfield Building Safety Code Administrative Code classifies
structures, which are structurally inadequate or dangerous to human life as unsafe.
Section 1001 of the housing code specifies conditions constituting a substandard
building. The following conditions include but are not limited to conditions existing at
the structure identified above, classifying it as a substandard and unsafe building.

1. There are unprotected and open electrical junction boxes under the carpet in the
upstairs room and under the steps going into the down stairs bedroom.
2. There is exposed extension cord type wiring with open splices feeding lights in
the upstairs area
3. There is a significant amount of wiring through the house, laundry room, storage
room and shed that was preformed illegally and without inspections. This wiring
does not meet the National Electrical Code (NEC) and was installed in an unsafe
and dangerous manner.

4. The electrical panels are missing dead front covers and will require some rewiring
to make them safe.
5. It appears that this residence is being fed from two locations which is a NEC Art
203.2 violation.
The electrical wiring that I could see is, in my professional opinion, hazardous and is
considered to be a potential life, fire, and safety hazard.
Because of the potential hazards described above we have requested Springfield Utility
Board to disconnect the power to this residence disconnected by 5:00 p.m on Wednesday
October 9, 2002. This building may not be occupied until electrical system has been
repaired by a licensed electrical contractor and an electrical inspection has been.
preformed by this office, we can than authorize power to be restored.
Space # 4
The pole that supports the electrical equipment is rotting and in danger of falling over.
This pole must be replaced.
Space # 14
The sanitary sewer c1eanout located in the accessory building is open to the air. An air
tight plug or cap must be installed.
Space #15
There is an open meter socket that is being used as a junction box lying on top of the
accessory building. This needs to be removed and wiring installed to meet NEC
requirements
Space # 16
I. Sewage leak and/or backup is present at the trailer drain hose to the septic
connection. Make repairs to restore to working condition and fully clean up
sewage spill.
2. In-ground septic tank or sump has an unsafe deteriorated wood lid. Replace with a
metal or concrete lid to restore to original design and safety.

Because of the potential health hazard, the sewage must be removed and the property
sanitized immediately. All other deficiencies must be repaired and inspections requested
within 15 days of the date of this letter unless otherwise noted.
If you do not seek corrective action within the time frame outlined above, the City may
seek compliance with the Building Safety Codes through legal recourse, which may
include Municipal Court Proceedings or the City may proceed to eliminate the hazard and
charge the costs thereof against the property or its owners.
Any person having any record title or legal interest in the building may appeal from this
notice and order to the Building Board of Appeals, provided that the appeal is made in
writing and filed with the City Building Official within 30 days from the date of service
of this notice and order. Failure to appeal will constitute a waiver of all rights to an
administrative hearing and determination in this matter.

RE: 4501 Franklin Blvd. Space#23 , Eugene, Oregon
The City of Springfield Community Services Division, Building Safety requests that the
power be disconnected at the above referenced address for reasons identified below by
5:00 p.m. on Wednesday October 9, 2002. The owner ofthe property is identified as Opal
Counts, 3095 Stapp Drive, Eugene, Oregon 97405 by Lane County Assessment and
Taxation records. The structure is currently unoccupied.
1. There are open junction boxes installed under the carpet of the upstairs room and
the steps of the down stairs bedroom.
2. There is exposed extension cord type wiring with open splices feeding lights in
the upstairs area.
3. There is a significant amount of wiring in the walls that was performed illegally
and has been covered without inspections.
4. The electrical panels are missing dead front covers and will require rewiring to
make them safe for use.
5. It appears that this residence is being fed from two locations which is in violation
of the National Electric Code, Article 230.2.
The electrical wiring that I could see is, in my professional opinion, hazardous and is a
potential life, fire, and safety hazard.
