MINUTES OF THE WORK SESSION
OF THE SPRINGFIELD CITY COUNCIL
HELD ON TUESDAY, JANUARY 21,2003
The Springfield City Council met in work session on Tuesday, January 21,2003 at Springfield
City Hall, Jesse Maine Meeting Room, 225 Fifth Street, Springfield at 6:00 p.m., with Mayor
Leiken presiding.
ATTENDANCE
Present were Mayor Leiken, Councilors Ballew, Fitch, Ralston and Woodrow. Councilors Burge
and Hatfield were absent (excused). Also present were City Manager Mike Kelly, Assistant City
Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Kim Krebs, Police Chief Jerry
Smith, and members of staff.
1. Budget Committee Interviews. Appointments. and Ratification.
Janelle Wooten, Budget/Treasurer Officer, was present for the staff report on this issue. ' She said
the purpose of this work session was to interview three candidates for the vacancies in Wards 3
ahd 4 on the Budget Committee. The Budget Committee has a vacancy in Ward 3 due to the
December 31, 2002 term expiration of Virginia Lauritsen. Ms Lauritsen has served two
consecutive terms and is not eligible to reapply. The person appointed would serve a three-year
term, which will expire on December 31, 2005. The Ward 4 vacancy is due to the December 31,
2002 term expiration of Dwight Dzierzek. Mr. Dzierzek has served one term and is eligible to
reapply. The person appointed would serve a three-year term, which would expire on December
,31,2005. Ms. Wooten said the appointments are to be ratified at the regular session meeting
scheduled for 7:00 p.m. tonight.
The Council discussed the interview questions and identified the following questions of those
they would ask of each candidate:
· If the city was required to reduce its operating budget to match shrinking resources, as a
Budget Committee member would you prefer to see across the board cuts that would
effect all services equally or a process that identified specific services that could be
reduced to a greater extent or even completely?
· Springfield, Eugene, and Lane County currently work cooperatively on many services,
but also in many cases maintain separate and unique services. What is your current
knowledge on the efforts of the agencies to cooperate regionally on services and what
suggestions would you have that would promote more or less of an effort in this area?
· Please discuss why you are interested in serving on the City's Budget Committee.
· ,Fees and charges are utilized at the City to fund many services. As a Budget Committee
member what types of fees and charges do you believe are appropriate and what .
percentage of the cost should be recovered?
· What do you feel are the most crucial service priorities for the City of Springfield? What
, municipal services are the least crucial?
The Council interviewed the three applicants, Maureen Sicotte, Darold Smith, and Dwight
Dzierzek.

The Council discussed the merits of each candidate, and concluded that Maureen Sicotte and
Dwight Dzierzek would be appointed and ratified in the regular meeting at 7:00 p.m.
2. Arts Commission Application Review.
Librarian Barbara Thompson was present for the staff report. She said the purpose of this work
session was to review the membership applications of Janelle McMahon. Ms. McMahon's term
expired on December 31, 2002 and is eligible to reapply for another four-year term. She has
reapplied and her application was the only application received. She said the Arts Commission
recommends that Janelle McMahan be re-appointed to the commission with a term to expire
December 31,2006.
Ms. Thompson said the appointment is to be ratified at the regular meeting scheduled for 7:00
p.m.
The council discussed the advantages of reappointing Ms. McMahan for a second term, and
agreed they would ratify the appointment in the regular meeting at 7:00 p.m.
3. Lane Library League Presentation.
Library Director Bob Russell was present for the staff report. He said the purpose of this work
session is for the council to hear a brief presentation from the Lane Library League, and ask
questions of the League representatives. Mr. Russell circulated a handout for council review.

Mr. Russell said the Lane Library League was formed in 1999, with the dual purpose of bringing
tax-supported public library service to citizens not currently served by a library; and improving
service levels in existing libraries. Using grant funds, the League is now in the process of
studying different possibilities for expanding and improving library services in Lane County. He
said two representatives of the League are present Bill Sullivan and Emily Shue is present to
apprise the council of efforts thus far, and the district possibilities that the League is examining.
The League hopes to gain support for putting two district formation proposals on the ballot in
November 2004.
Mr. Sullivan and Ms. Shue provided information for the council and responded to questions.
ADJOURNMENT
The meeting was adjourned at 6: 50 p.m.
