HAZARDOUS MATERIAL MANAGEMENT PLAN (HMMP) SUMMARY
Nearly one hundred percent of the City of Springfield's (Springfield) drinking water comes from
municipal wells, Springfield's drinking water supply and water quality protection is a critical part of
Springfield's Drinking Water Protection Plan. A Drinking Water Protection (DWP) Overlay District
application is required in conjunction with any development application when the development will
affect the storage, handling, treatment, use and/or production of hazardous materials that, in
aggregate, pose a risk to groundwater (Springfield Development Code [SDC] 3.3-205.B).
Jacksons Food Stores, Inc. (Jacksons Food Stores) operates a retail convenience store and a
gasoline/diesel service station at 3375 Gateway Street, Springfield, Oregon, and has appiied for
a building permit for construction of a 3,500 square foot convenience store. The site is located
within the one (1) to five (5) year Time of Travel Zone (TOTZ) as shown in Figure 1, on the
Springfield Wellhead Protection Map. The site is located entirely within the one (1) to five (5) year
TOTZ for the Sports Way wellhead. In accordance with Springfield Development Code (SDC)
Section 3.3-220.C.3, where properties have parts lying within one (1) or more TOTZ, they are
governed by the more restrictive standards. Therefore, a Hazardous Material Management Plan
(HMMP) that indicates procedures to be followed to prevent, control, collect and dispose of any
unauthorized release of a hazardous material has been prepared for Jacksons Food Stores.
INTRODUCTION AND PURPOSE
Businesses applying for a Springfield DWP Overlay District permit are required to submit a HMMP
that describes procedures for preventing, controlling, collecting, and disposing of any unauthorized
release of a hazardous material.
The DWP Overlay District is established to protect aquifers used as potable water supply sources
by Springfield from contamination. Section 3 of the SDC establishes procedures and standards
for the physical use of hazardous or other materials harmful to groundwater within TOTZ by new
and existing land uses requiring development approval. The provisions of SDC Section 3 are
designed to:
1. Protect the Springfield's drinking water supply that is obtained from groundwater
resources from impacts by facilities that store, handle, treat, use, produce, or
otherwise have on premises substances that pose a hazard to groundwater quality;
and,
2. Provide standards for hazardous or other materials that pose a risk to groundwater
within the TOTZ.

In order to accomplish this purpose, the DWP Overlay District includes methods and provisions to:
1. Restrict or prohibit the use of hazardous or other materials which are potential
groundwater contaminants;
2. Set standards for the storage, use, handling, treatment, and production of
hazardous or other materials that pose a risk to groundwater within TOTZ; and
3. Review new or expanded uses of hazardous or other materials that pose a risk to
groundwater.
This HMMP has been prepared by BB&A Environmental (BB&A) to assist Jacksons Food Stores
with procedures to be followed to prevent. control, collect, and dispose of any unauthorized release
of a hazardous material. The plan also identifies the greatest areas of risk within the facility and
outlines the steps to take to reduce the risk. This HMMP has been prepared to meet the
requirements of SDC 3.3-200-C.3 and SDC 3.3-235-8.

2.0 GENERAL FACILITY DESCRIPTION
2.1 Location and DescriDtion
The Jacksons Food Stores facility is located at 3375 Gateway Street in Springfield, Oregon. The
facility is rectangular in shape and encompasses approximately one (1) acre in size. The site is
identified as tax lot 901 Township 17 South, Range 3 West, Section 22 of the Willamette Meridian,
in Lane County, Oregon. A Site Location Map and Aerial Photograph are presented in Figures
2 and 3, respectively. The facility is bounded on the west by Gateway Street, to the north by Kruse
Way, and to the south and east by commercial businesses. Access to the facility is through
entrances on Gateway Street and Kruse Way. A Site Plan showing facility details is presented in
Figure 4.
The facility is developed with four (4) fueling islands covered with a canopy. The fueling area is
located near the center of the property. Gasoline and diesel fuel dispensed at the fueling islands
is stored in four (4) underground storage tanks (USTs). The UST Battery is located near the
northwest corner of the property.
Currently there are two (2) buildings on the site including an approximately 1,000 square foot
Convenience Store and an approximately 320 square foot Restroom/Storage building. The
Convenience Store is located near the middle of the property and is comprised of a Retail Sales
Area and a Storage Room. The Restroom/Storage building is located directly south of the
Convenience Store and adjacent to the south property boundary. Both of these buildings will be
removed in conjunction with the proposed construction of a new 3,500 square foot convenience
store which will be located adjacent to the east property boundary as shown on Figure 4.
2.2 Facility ODerations
Jacksons Food Stores operates the facility as a retail convenience store and a gasoline/diesel
service station. Facility operations are limited to automobile refueling; no vehicle service is
performed at the facility.
Fueling activities and associated USTs are located west and northwest of the proposed new
Convenience Store. Gasoline fuel is stored in three (3) 10,000-gallon USTs. Diesel fuel is stored
in one (1) 10,000-gallon UST. Location and orientation of the USTs (i.e., UST Battery) is illustrated
in Figure 4.
2.3 Reaionallnformation
Jacksons Food Stores is located approximately two-tenths (0.2) of a mile east of Interstate 5, one-
tenth (0.1) ot a mile south of Beltline Highway, and eight-tenths (0.80) of a mile north and to east
the McKenzie River.

The site is located within ihe Willamette River Valley drainage basin at the southem end of the
Willamette Valley physiographic province at an elevation of approximately 435 feet above mean
sea leve!.' Precipitation occurs mainly in the form of rainwith an annual average of 50.90 inches.
The site is underlain by unconsoiidated deposits of older alluvium of Holocene age which consist
largely of sand and gravel, with mixtures of sand, silt, and clay.2 The Soil Survey of Lane County
Area, Oregon, published by the U.S. Soil Conservation Service, identifies the soil at the subject
property as Coburg-Urban Land Complex.
According the U.S. Geological Water-Supply Paper 2018, groundwater in the area occurs.
approximately 10 to 15 feet below land surface (BLS), depending on the location and season.'
Regional groundwater flow in the vicinity of the site is depicted to be to the northwest. The
underlying sediments yield moderate to large quantities of water to wells.
3.0 HAZARDOUS MATERIAL STORAGE LOCATIONS
The facility requires the storage and/or use of bulk fuel during the course of their daily operations.
Gasoiine is stored in three (3) 10,000-gallon USTs and diesel is stored in one (1) 10,000-gallon
UST. Additional oil products (e.g., motor oil, fuel treatment, antifreeze, power steering fluid, brake
fluid) and other products containing hazardous materials will be stored and sold in the proposed
new Convenience Store. These products sold in small "consumer-sized" containers measuring less
than five (5) gallons in capacity.
The contents and storage location of the hazardous materials stored at the site are identified in the
Hazardous Materials Inventory Statement, Table 1. A Hazardous Material Storage Map
illustrating the locations of the storage of hazardous materials at the faciiity is presented in Figure
.
5. If the'inventory of hazardous materials changes, the following Hazardous Materials Inventory
Statement shall be updated to reflect those changes. Copies of the updated Hazardous Materials
Inventory Statement provided to Springfield Utility Board (SUB) for review in accordance with
compiiance requirements of SDC 3.3-200.
Jackson Food Stores contracts with a private service contractor to manage all outdoor landscaping
activities. The contractor does not store any landscaping chemicals at the facility. To ensure no
DNAPL chemical are used for landscaping purposes, the private service contractor will contact
SUB and provide Material Data Safety Sheets (MSDS) for all chemical used on-site.

4.0 DENSE NON-AQUEOUS PHASE LIQUID IDNAPLI STORAGE
A dense NON-AQUEOUS phase liquid (DNAPL) isa liquid that is denser than water and does not
dissolve or mix easily in water (Le., immiscible). Many chlorinated ~olvents, such as
trichloroethylene, are DNAPLs.
In accordances with SDC 3.3-235 Standards for Hazardous Materials within Time of Travel Zones
all products containing DNAPLs are prohibited within the one (1) to fiv? (5) year TOTZ overlay.
No DNAPLs are currently stored on site. Jacksons Food Stores shall ensure that no DNAPLs are
brought onto the site. Jacksons Food Stores shall list all hazardous materials brought onto the site
in the Hazardous Materials Inventory Statement. Any new materials proposed for use or storage
on-site shall be entered in the Product Review Log (see Appendix A) and evaluated for DNAPLs
by the Springfield Utility Board (SUB) Water Quality Protection Coordinator (541-746-8451) prior
to purchase.
Jacksons Food Stores contracts with a private service contractor to manage all outdoor
landscaping activities. The contractor does not store any landscaping chemicals at the facilities.
To ensure that no DNAPL chemicals are used for landscaping, the private service contractor will
contact SUB and provide MSDSs for all chemicals used.
5.0 SEPARATION. SECONDARY CONTAINMENT. AND MONITORING
Within the one (1) to five (5) year TOTZ overlay, the storage, handling, treatment, use, application,
production, or otherwise keeping on premises more than 20 gallons of hazardous materials that
pose a risk to groundwater in aggregate quantities (Le., not containing DNAPLs) are allowed only
upon compliance with containment and safety standards specified by the most recent Fire Code
adopted by Springfield.
The following are the monitoring requirements for all secondary containment devices, including
floors used as secondary containment.

6.0 WASTE DISPOSAL
All wastes at the facility must be recycled or disposed of in a manner which complies with federal,
state, and local regulations. Jacksons Food Stores currently discharges their sanitary waste to the
Springfield sanitary sewer; solid waste and recyclable goods are collected by Sanipac, a
commercial refuse hauler.
Jacksons Foods Stores does not generate or store any hazardous waste at this facility. If at any
lime hazardous waste is kept on site, the hazardous waste must be stored in secondary
containment and included the monthly in-house inspections. .

7.0 RECORD KEEPING
Jacksons Food Stores shall document the following information using the Monthly Inspection
Checklist forms presented in Appendix C. Monthly inspections. including site specific checklist,
are to be kept on site with the HMMP. The On-Site Manager will be responsible to ensure that the
monthly inspections are completed. A copy of the checklist will be sent to the Jacksons Food
Stores Maintenance Supervisor monthly and the Monthly Inspection Checklists will be retained

8.0 SPILL PREVENTION
Spill prevention and response procedures shall be developed to prevent releases of hazardous
materials. Procedures for addressing releases of hazardous materials are presented as Appendix
0, "Spill Prevention and Response Procedures: A Guide for First Responders." A Discharge
Notification Form is included in Appendix E and should be completed upon immediate detection
of a discharge and prior to reporting a spill to the proper notification contacts.
Two (2) spill kits are located in the Fueling Area, see Figure 5, The inventory of response supplies
and equipment is provided in Appendix 0 of this HMMP. The inventory is verified on a monthly
basis. Additional supplies and equipment may be ordered if necessary.
8.1 Preventive Maintenance
Jacksons Food Stores shall adopt a preventive maintenance program to ensure implementation
of existing and proposed best management practices (BMPs). The program presented in Section
7.0 identifies an inspection and maintenance schedule which ensures effective operation of site
specific BMPs.
Jackson Food Stores shall cover or boom storm water catch basins during all UST filling activities.
9.0 EMERGENCY RESPONSE PLAN
In the event of a spill of hazardous materials, Jacksons Food Stores shall document the incident,
including any actions taken in response to the incident and measures taken to prevent the
occurrence of similar incidents in the future using the attached Spill Incident Report Form
(Appendix 0).

SPILL PREVENTION AND RESPONSE PROCEDURES:
A GUIDE FOR FIRST RESPONDERS
The following information is presented as a guide to assist the HMMP Implementor in developing
emergency response and cleanup procedure specific to the subject site. These guidance
procedure are for first responders during the initial phases of an incident involving the spill of
"significant materials." The measures described below are intended to assist the HMMP
Implementor in making decisions regarding emergency response and cleanup procedures but
should not be considered a substitute for personal knowledge or judgment of a particular situation.
It is the responsibility of the first responder to recognize and determine when the resources of
additional personnel are required to manag!'l the incident. Under no circumstances should a first
responder attempt to mitigate a situation without the level of personal protective equipment (PPE)
necessary to ensure the health and safety of those involved.
Initial Response
Swift response during the initial phases of an incident may significantly reduce the area impacted
by contamination. First responders are individuals who are likely to witness or discover a release
of material and are trained in the initial defensive procedures described below.
1. Activate alarms or otherwise warn persons in the immediate area.
2. Assess the immediate health and safety risks to the public and personnel. Any
situation that presents a threat must first be mitigated prior to any attempt to stop
or control the release. The jurisdictional fire department, police department, and
emergency medical technicians should be notified if the situation warrants.
3. Determine the source and nature of the spill.
4. Assess the severity of the situation. Determine whether assistance will be required
to contain the leak or spill.
5. Identify spilled material(s) by finding either the name or 4-digit 10 number on a
placard or shipping panel and determine the level of personal protective equipment
(PPE) required to safely approach the release. Refer to material safety data sheets
(MSDS), Occupational Safety and Health Administration (OSHA) or National
Institute for Occupational Safety and Health (NIOSH) chemical listings, or the
Department of Transportation (DOT) Emergency Response Guidebook.
6. Take immediate action to prevent further release of material.

Spill Containment and Control
If it is determined that the spill presents an immediate risk to health and safety beyond the level of
available personal protection, or if management of the spill will require direct assistance from
outside sources, then management of cleanup operation shall be relinquished to the appropriate
agency and the following procedures shall be suspended,
If management of the spill or release can be safely performed by facility personnel, the following
measures should be implemented:
1. Dike exposed area with sandbags or booms to contain spill. If possible, prevent the
spilled material from entering any conduit of the storm water drainage network (i.e.,
cover catch basins with Petro-Mats).
2. Once the situation has been mitigated, the release has been stopped, and the
substance contained, the DEQ should be notified within twenty-four (24) hours of
discovery if the released amount exceeds the reportable quantity listed in OAR
340-108-010. Specifically, report all petroleum reieases:
Aboveground to land in excess of forty-two (42) gallons.
Aboveground to public waterways which result in a sheen of the water.
Abatement
Cleanup procedures and necessary cleanup equipment and supplies will vary depending on the
severity and nature of the product release.
Clean up of small product releases may be accomplished by the first responder with assistance
from other facility personnel as required. Forthis reason the Plan Implementor, in accordance with
Schedule A, Section 1.b.(2) of the Storm Water Discharge Permit, shall be responsible for
maintaining an inventory of appropriate cleanup equipment and supplies. An Emergency
Response Kit may include such items as:

Absorbents (e.g., pads, booms, sawdust, etc.)
. Nonsparking tools (e.g., shovel, rake, etc.)
Labels
. 30 gallon drum
Respirator
Cleanup of large volume releases, or releases that affect groundwater or surface water may require
greater manpower, specialized equipment, and technical expertise for proper remediation. The
DEQ may require specific cleanup requirements to be taken. In these situations, it is best to seek
the advice and expertise of qualified consultants and cleanup contractors who can respond
appropriately to emergency spill situations.
