RE: Jackson's HMMP
Richard: Springfield staff and SUB Water Quality Protection advises that three of the four prior-to-construction
conditions have been addressed, although some follow-up will be required for the HMMP as noted below. In
accordance with Condition #3 of the issued DWP permit, the only outstanding item prior to building permit issuance is
providing written confirmation of the secondary containment measures for the tank, tank cavity, dispenser sump, and
fuel system piping. My understanding is this information should be readily available. Upon submittal and acceptance of
this remaining item, staff will give the go-ahead for issuance of the building permit. Please let me know if you have any
questions or require additional information.

Andy,
I visited the Jackson's Chevron yesterday afternoon with Rich Wright, the Environmental Manager for
Jackson's, and have received revisions to the HMMP. The HMMPstill needs a few minor changes, but I
believe it satisfactorily meets the first and second conditions in the DWP permit (as far as SUB Water
Quality is concerned). The HMMP includes a groundwater monitoring plan that is acceptable to SUB
Water Quality (condition #4).

Rich had some questions yesterd! about the overall approval process !h the City, so I asked him to
