PLEASE DON'T FORGET ABOUT SYSTEMS DEVELOPMENT CHARGES
The City requires Systems Development Charges (SDCs) on new development and
redevelopment to accumulate funds to construct new streets, wastewater facilities and stonn
drainage facilities to accommodate the needs of development. Because SDCs are based on the
intensity of the impact on City systems that a use of the property will have, these charges are
sometimes large for commercial developments and can apply even iflittle or no change is
required to the physical structure of a property.
We are always concerned that someone starting a business in Springfield not be surprised in
needing to pay a significant charge. For that reason, we ask everyone who applies for a
commercial bUilding permit, or inquires about using a vacant or occupied property for
commercial or residential purposes (other than one and two family dwelling units), to give us
some basic information so that we can discuss the potential impact of SDCs. While we can't
provide a precise estimate until we have much more detail, we can point out approximate costs
you may wish to consider.

As you requested, an inspection was performed on March 9, 2011, at Apartment #71 of the
building located at 4885 Aster Street in Springfield. The purpose of the inspection was to
examine damage caused by a vehicle hitting the north wall of Apartment #71 's kitchen. The
vehicle drove south over the concrete wheelstop in the parking .Iot, across the flush sidewalk, and
struck the building near the northwest comer just below the electrical meter panel for the
building. The apartment is part of a two story wood framed structure. The exterior walls are 2x6
at 16" on center with 5/8" gypsum wallboard on both sides. The exterior of the wall has vinyl
lap siding. See pictures 1-4 on sheets 3 and 40f this report to view the general vicinity and extent
of damage done by the vehicle striking the exterior wall of the apartment building.
At the time of the inspection performed on March 9, 2011 the following observations were made.
All of the cabinetry and appliances had been removed from the kitchen. Sections of the interior
gypsum wallboard had been removed from the north and west walls of the kitchen to expose the
wood framing (see picture 3). The pressure treated sill plates appeared to be undamaged. Two
of the 2x6 studs in the north exterior wall were damaged and displaced into the building. One of
the studs had a small portion split off of the outside edge, while the other had a large split thru
the middle of the stud (see picture 4). Both of these studs have large diameter grey electrical
wires passing thru them. A couple of the studs which frame out the northwest comer appear to
be slightly displaced but no physical damage to the members was visible. A portion of the vinyl
siding was removed on the exterior side of the wall just below the electrical meter panel (see
picture I). The building wrap behind the siding had been tom and the gypsum wallboard on the
exterior side of the wall had been damaged (see picture 2).
The following repairs should be made to the apartment. All of the displaced wall framing should
be moved back to its original position. Verify that the exterior walls in the area of damage are
plumb and square. A full height 2x6 stud should be sistered to the side of the stud with the large
split, and a partial2x6 sistered to the stud with the minor split. Both of the new 2x6's should be
sistered to the existing framing members with (2) rows of 12d common nails at 12" on center.
The new 2x6's may be notched at the large grey electrical wires, but new holes should be drilled
for the other small ground wires to pass thru. The new framing members should be attached to

the existing wall sill and top plates with a Simpson A35 framing angle at each location_ Where
accessible, attach the studs that frame the northwest corner to the existing sill plate with Simpson
A35 framing angles as welL All fasteners in contacted with pressured treated materials are to be
hot-dip galvanized or equivalent- Install new R-21 batt insulation in the wall cavity per the 2010
Oregon Energy Efficiency Specialty Code_ Replace all damaged gypsum wallboard on the
interior and exterior of the apartment to matching existing construction. Repair the ripped
building wrap, and reinstall or replace the exterior vinyl lap siding. Reinstall or replace -interior
cabinetry and appliances as required_ All repairs to the apartment unit are to be in compliance
with the State of Oregon 2010 Structural Specialty Code as adopted by the City of Springfield.
