MINUTES OF THE SPECIAL REGULAR MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY, NOVEMBER 1,2004
The City of Springfield City Council and Springfield Planning Commission met in special regular
session in the Council Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday,
November I, 2004, at 6:57 p.m., with Mayor Leiken presiding.
ATTENDANCE
Present were Mayor Leiken, Councilors Ballew, Lundberg, Ralston, Fitch and Woodrow,
Planning Commission Chair Steve Moe, Commissioners Chris Larson, Lee Beyer, Bill Carpenter,
Frank Cross, Greg Shaver and David Cole. Also present were City Manager Mike Kelly,
Assistant City Manager Cynthia Pappas, City Attorney Meg Kieran, City Recorder Amy Sowa
and members ofthe staff.
PUBLIC HEARINGS
1. Continuation of Public Hearing (PeaceHealth).
Mayor Leiken opened the public hearing and called for a continuation of the public hearing for
PeaceHealth through November 16,2004. Written testimony. only was accepted.

Planning Commission Chair Moe opened the public hearing and called for a continuation of the
public hearing for PeaceHealth through November 16, 2004. Written testimony only was
accepted.
Assistant City Manager Cynthia Pappas said two pieces of written testimony were submitted
during the day. Both pieces of written testimony were entered into the record.
City Planner Colin Stephens presented the staff report on this item. The Springfield Planning
Commission and City Council were scheduled to hold a joint public hearing on November 1,
2004 to accept testimony on the PeaceHealth remand amendments to the Metro Plan, Gateway
Refinement Plan, Springfield Development Code Article 22 and the Springfield Commercial
Lands Study.
Staff and applicant were not prepared to perform accurate analysis at this tim~. At the time this
decision was made, it was too late for the twenty day notification. Upon further review of issues
raised by the City Council, Planning Commission and members of the public, staff recommended
that the City Council continue the public hearing. The additional review time will allow the staff
to perform the analysis necessary to fully advise the commission and council on the merits of the
proposal~. The Planning Commission was also asked to open their hearing and continue it to
November 16, 2004.

Mr. Stephens said the remainder of the schedule for these deliberations was also changed. After
November 16, he would like to leave the public record open for seven days, have a period oftime
to allow PeaceHealth to submit their rebuttal and bring the Planning Commission back on
Thursday, December 9, 2004 at 6:30pm or 7:00pm for deliberation. He said Brenda Jones,

planning secretary, would contact the Planning Commissioners to determine their availability on
that date. If the Planning Commission reaches a decision on deliberation on December 9 and
votes on a recommendation, that would be forwarded to the City Council for their consideration
on January 10, 2005.
IT WAS MOVED BY COUNCILOR FITCH WITH A SECOND BY COUNCILOR BALLEW
TO CONTINUE THE TESTIMONY AND PUBLIC HEARING TO TUESDAY, NOVEMBER
16,2004. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST.
IT WAS MOVED BY COMMISSIONER CARPENTER WITH A SECOND BY CHRIS
LARSON TO CONTINUE THE PUBLIC HEARING ON BEHALF OF THE SPRINGFIELD
PLANNING COMMISSION UNTIL NOVEMBER 16, 2004. THE MOTION PASSED WITH
A VOTE OF 7 FOR AND 0 AGAINST.
Mr. Carpetenter asked how the proposed Royal Caribbean plan for the additional work force in
that area would affect the evaluation of the transportation management alternatives.
Mr. Stephens said he would include a response to that in his staff report for the November 16,
2004 public hearing. He reminded the council and commission that if questions came up prior to
the November 16 meeting, he would respond to those before the close of the record.

Mayor Leiken asked that any written testimony brought to this meeting be submitted to Colin
Stephens. Additional testimony could be mailed to Colin Stephens at 225 Fifth Street,
Springfield, OR 97477.
ADJOURNMENT
The meeting was adjourned at 7:04 p.m.
