JOINT MEETING OF THE
SPRINGFIELD CITY COUNCIL AND
LANE COUNTY BOARD OF COMMISSIONERS

PUBLIC HEARING
October 28, 2004
7:00 p.m.
Library Meeting Room, Springfield City Hall
The City of Springfield City Council and Lane County Board of Commissioners met in a Regular
Meeting in the Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Thursday,
October 28, 2004 at 7:00 p.m., with Council President Fitch presiding.
ATTENDANCE
Council President Tammy Fitch called the meeting of the Springfield City Councilors to order
with roll call. Present were Councilors Fitch, Ballew, Lundberg and Woodrow. Also present
were City Manager Mike Kelly, City Attorney Joe Leahy, City Recorder Amy Sowa and
members of the staff.
Mayor Leiken and Councilor Ralston were absent (excused).
County Commissioner Don Hampton called the meeting of the Lane County Board of
Commissioners to order with roll call. Present were Commissioners Hampton, Dwyer and
Sorenson.
Commissioners Morrison and Green were absent (excused).
1. Joint Meeting with the Lane County Board of Commissioners.
City Recorder Amy Sowa read the Springfield Ordinance for adoption of the Willamalane Park
and Recreation District Comprehensive Plan. This was the City's first reading of this ?rdinance.
ORDINANCE NO. I - AN ORDINANCE ADOPTING THE WILLAMALANE PARK AND
RECREATION COMPREHENSIVE PLAN AS A REFINEMENT PLAN OF THE EUGENE-
SPRINGFIELD METROPOLITAN AREA GENERAL PLAN (METRO PLAN) FOR
APPLICATION WITHIN THE AREA OF PLANNING JURISDICTION OF THE CITY OF
SPRINGFIELD AND ADOPTING A SEVERABILITY CLAUSE (FIRST READING).
Commissioner Hampton read the Lane County Ordinance for adoption of the Willamalane Park
and Recreation District Comprehensive Plan. This was the County's second reading of this
ordinance.

METRO PLAN IN CHAPTER III-H, PARKS AND RECREATION ELEMENT AND
STATEWIDE GOAL 8, RECREATIONAL NEEDS.
Planning Manager Greg Mott said the item before the council and commissioners is for
consideration of adoption of the Willamalane Park and Recreation District Comprehensive Plan.
That is considered a Refmement Plan, Metro Plan responsive to Statewide Goal 8 and is an item
the Metro Plan recognizes to be an arrangement with the City of Springfield and Willamalane for
park and recreation services. He entered the staff report into the public record. During the work
session prior to the hearing, a presentation of the summary of the plan and a summary of the staff
report were made during that meeting.
Council President Fitch opened the public hearing.
1. Steve Moe. P.O. Box 847. Springfield. OR 97477. Mr. Moe said he has seen the
presentation by Willamalane Project Planner Rebecca Gershow and was privileged to be part
of the process. The citizen participation was substantial in this process. He spoke in support
of the plan and was available for questions.
2. Blake Hastings. 5790 Highbanks Road. Springfield. OR 97477. Mr. Hastings said a similar
plan was started about ten years ago and was very controversial. The Willamalane staff has
done a great job producing a plan that is flexible and respectful of citizens' private property
rights. It is a good plan. A lot of citizen input was received and the plan is fair to all
concerned. That is evident by the fact there is no controversy this time. He encouraged the
elected officials to approve the plan. One of the great benefits is that once adopted this plan
can be used to seek federal and state funding. He discussed the projects that can now get
started. He was available for questions.
3. Bonnie Ullmann. 3350 Oriole Street. Springfield. OR 97477. Ms. Ullmann read from a
letter she wrote which she also submitted into the record. She said she appreciated the
opportunity to speak before the elected officials in support of the Willamalane Parks and
Recreation District Comprehensive Plan. It was a privilege to be part of the Citizen
Advisory Committee and she enthusiastically supports the plan. She acknowledged the
many people, including consultants, Willamalane staff and the Willamalane Board for their
work on making this project go smoothly. The process was very inclusive and everyone who
wanted to have a say in the future of our parks and recreational facilities was given that
chance. The finished product is truly comprehensive and is mindful of the future of the
people and the natural assets of our beautiful home. The creation of the Comp Plan was a
successful exercise in community participation and she encouraged the elected officials to
adopt the Plan.
4. Jerry Ritter. 1865 Yolanda Avenue. Springfield. OR. Mr. Ritter lives in the urban growth
boundary (UGB) of Springfield, in Lane County. Mr. Ritter said ten years ago he
represented a group that fought Willamalane over the Parks and Recreation and Open Spaces
plan because the Board at that time thought it acceptable to take private property for their
bike path. He discussed his dissatisfaction with the Board ten years ago. Mr. Ritter was
happy to say that he attended most of the meetings for the current Plan and was very pleased.
People listened, answered all questions and put a lot of effort into this Plan. He supports this
Plan. It addresses the concerns that were raised ten years ago. He appreciated being part of
the process in preparing this Plan. .
Council President Fitch closed the public hearing.

Commissioner Dwyer said he watched the plan develop. It was very inclusive and is very
ambitious. Many of the elements depend upon things that are out of the control of the Park
Board and are in the hands of the people. It was very thoughtful and plans for the future. He is
very happy to support this Plan.
Commissioner Hampton said he was very impressed with the large number of people involved in
the Plan through their input.
IT WAS MOVED BY COMMISSIONER DWYER WITH A SECOND BY COMMISSIONER
SORENSON TO ADOPT ORDINANCE PAI218. THE MOTION PASSED WITH A VOTE
OF 3 FOR AND 0 AGAINST (2 ABSENT - MORRISON AND GREEN)
Springfield City Council took no action on the above ordinance as it was a first reading only.
