PUBLIC HEARING NOTICE
SPRINGFIELD CITY COUNCIL
CASE NUMBER: CSP2008 - LRP2008-00006
APPLICANT: City of Springfield
NA TURE OF THE APPLlCA TION: Proposal to annex Franklin Boulevard right-of-way and a portion
of the Glenwood Bridge and Willamette River to the City of Springfield and the Lane County
Metropolitan Wastewater Service District; and to withdraw the same from the Glenwood Water District.
AUTHORIZED USES: Not applicable. After annexation, thc existing uses will not change.
APPLICABLE CI~ITERIA: The City Council shall approve, modify or deny any annexation application
bascd upon thc following approval criteria:
A. The affected territory proposed to be annexed is within the City's urban growth boundary and is
I. Contiguous to the city limits, or
2. Separated from the City only by a public right of way or a stream, lake, or other body of
water;
B. The proposed annexation is consistent with applicable policies in tbe Metro Plan and in any
applicable refinement plans or Plan Districts:
C. The proposed annexation \vill result in a boundary in \vhich the minimum level of key urhan
facilities and services as defined in the Metro Plan can be provided in an orderly efficient and
timely manner: and
D. Where applicable fiscal impacts to the City have been mitigated through an Annexation
Agrcemcnt or other mechanism approved by the City Council. (SDC 5.7-140)
SUBJECT PROPERTY LOCATION: Franklin Boulevard right-of-way located at the intersection of
Franklin Blvd with McVay Hwy, including a portion of the Glenwood Bridge and Willamette River;
located on Assessor', Maps 17-03-34-41 and 17-03-34-44.
DATE, TIME, AND LOCA nON OF THE HEARING: July 7. 2008, at 7:00 pm. at 225 Fifth Street
in the Springfield City Hall Council Chamber.

The proposal area, as submitted, includes Franklin Boulevard right-of-way and a portion of the Glenwood Bridge and
the Willamette River located in the Glenwood area at the intersection of Franklin Blvd with McVay Hwy (Assessor's
Maps 17-03-34-41 and 17-03-34-44). The Director's recommendation will be available 7 days prior to the public
hearing at the City of Springfield Development Services Department, 225 Fifth Street, Springlicld, OR 97477.
