The final plot plan was originally submitted on Feb 8. It was lacking certain information
and was resubmitted on Feb 23. This review is based on the documents submitted on
Feb 23.

Conditions of Approval
1. The decorative fencing shall be extended along the entire 18th Street frontage.
Compliance. The final plot plan shows the fence along the entire frontage of 18th
Street and most of Main Street. A note indicates the decorative fence will be
extended along the entire Main Street frontage.
2. The trash enclosure along 18th Street shall be removed.
Compliance. A note has been included on the final plot plan stating the enclosure
will be removed.
3. The existing bicycle parking structure on the west side of the building must remain, or
provision for 3 bicycle parking spaces shall be provided elsewhere on the site.
Compliance. The final plot plan includes a note to this effect.
4. The new trash enclosure area shall be covered, hydraulically separated and piped to
sanitary sewer.
The tentative approval on Jan 21 required the trash enclosure that was included on
the site plan dated Dec 29. Since then, the trash enclosure has been removed and a
100% recycle policy is proposed. Refer to the letter dated Feb 9.
As of the date of this review (March 2, 2010), the recycling proposal is not adequate
to preclude the need for a trash enclosure. The proposal fails to address the items
typically associated with a vehicle repair business.
. Used liquid storage and disposal. How is used oil, 'coolant, transmission
fluid, etc. handled? Where is it stored and is it recycled? What quantities are
typically produced in a week, month, 6 months?
. Is there broken glass, scrap metal, plastic or other material that is typically
associated with vehicle repair? How is it handled?
. Sanding, grinding, sandblasting, etc. What materials are associated with
these actions, what waste is produced, and how is it recycled?
. What is done with soiled shop rags, used cleaning materials and containers?
. What is done with the soiled draping materials such as tape, paper, cloth,
etc?
. Is the proposed amount of storage (1 cubic yard for cardboard, two 30 gallon
metal cans for office and container recycling) adequate for the expected
amount of waste? What is the amount of business conducted over the last 6
months and would the proposed storage accommodate that amount of
waste?
5. Install wheel stops at all parking stalls that do not have them in accordance with SDC
4.6-120, which includes that the stops be a minimum of6 feet in length.
Compliance. Wheel stops are shown on the plot plan. .
6. The gate in the eastern parking lot must be constructed so that the 20 foot opening is
within the 24 foot drive aisle. .

7. Revise the fence to establish and mnintain a 25' clear vision triangle at the intersection of
ISth and Main.
Compliance.

This will be required prior to occupancy.
9. Establish and mnintain a 10' clear vision triangle at the driveway to Main Street. As
shown, the 6' high fence encroaches into toot triangle.
Compliance.
10. All outside lighting, including existing lighting and wall packs, sOOll contain full cut off
shields and be directed downward. "Full cut off' means the bulb is not visible when
viewed from the side.
. A note included on the plot plan states the existing lights comply and are not being
altered. This will be verified prior to occupancy.
11. Install and maintain a filter in the existing catch basin locate at the north side of the
building.
Compliance. The proposed drop-in filter is acceptable.
12. No improvements sOOll be made to the vehicle work area; Occupancy Class Fl, OCC LD
19, until the DWP application (DRC2010-00003) is approved.
Compliance. No improvements have been made to the vehicle work area.
The Development Agreement is required within 45 days of the tentative
approval (March 7).
The construction of the required improvements shall begin within 90 days of the
date of this decision (April 21).
If the established time line cannot be met, the applicant may submit a written request for
a time line extension as specified in SDC Section 5.15-125.
If the established time line is not met and the applicant has not requested an extension,
the Director shall declare the application null and void if the property is occupied and
the property owner shall be considered in violation of this Code. If the established time
line is not met and the applicant has requested an extension and that time line has not
been met, the Director may require the improvements be installed as specified in SDC
Section 5.7-150.
