Attached is the review for the final plot plan submitted on March 2. .If the plot plan is revised to show a hydraulic
isolation hump on the floor of the enclosure, and the details of the storm drain filter are included on the plot plan, then
all the conditions will be met. You can get final approval today if you submit 3 copies, and the development agreement
is signed. As the business owner, Mark will need to sign it and it will need to be notarized. Bring in the 3 copies of the
revised plot plan, have Mark come with you, and everything can be done over the counter.
The deadline for signing the development agreement is today. If you need more time, fill out the attached time
extension and submit it today with the fee of $321.

and was resubmitted on Feb 23. Comments were sent on March 2, 2010. This review is
based on the documents submitted on March 2.

Conditions of Approval
1. The decorative fencing shall be extended along the entire 18th Street frontage.
Compliance. The final plot plan shows the fence along the entire frontage of 18th
Street and most of Main Street. A note indicates the decorative fence will be
extended along the entire Main Street frontage.
2. The trash enclosure along 18th Street slUlll be removed.
Compliance. A note has been included on the final plot plan stating the enclosure
will be removed.
3. The existing bicycle parking structure on the west side of the building must renU1in, or
provision for 3 bicycle parking spaces shall be provided elsewhere on the site.
Compliance. The final plot plan includes a note to this effect.
4. The new trash enclosure area shall be covered, hydraulically separated and piped to
sanitanj sewer.
A trash enclosure has been added to the final plot plan dated March 2, 2010. The
following information is needed:
. show a hydraulic isolation hump on the floor of the enclosure.
. include the storm drain filter detail on the plot plan.
5. Install wheel stops at all parking stalls that do not IUlve them in accordance with sac
4.6-120, which includes that the stops be a minimum of 6 feet in length.
Compliance. Wheel stops are shown on the plot plan.
6. The gate in the eastern parking lot must be constructed so that the 20 foot opening is
within the 24 foot drive aisle.
Compliance.
7. Revise the fence to establish and nUlintain a 25' clear vision triangle at the intersection of
18th and Main.
Compliance.
8. Prior to final occupancy, submit a copy of the approved ODOT access permit.
This will be required prior to occupancy.
9. Establish and maintain a 10' clear vision triangle at the driveway to Main Street. As
shown, the 6' high fence encroaches into that triangle.
Compliance.
10. All outside lighting, including existing lighting and wall packs, shall contain full cut off
shields and be directed downward. "Full cut off' means the bulb is not visible when
viewed from the side.
A note included on the plot plan states the existing lights comply and are not being
altered. This will be verified prior to occupancy.

11. Install and maintain a filter in the existing catch basin locate at the north side of tile
building.
Compliance. The proposed drop-in filter is acceptable. Include the storm drain filter
detail on the final plot plan.
12. No improvements shall be made to the vehicle lVork area; Occupancy Class Fl, OCC LD
19, until the DWP application (DRC201O-00003) is approved.
Compliance. No improvements have been made to the vehicle work area.
The Development Agreement is required within 45 days of the tentative
approval (March 7).
The construction of the required improvements shall begin within 90 days of the
date of this decision (April 21).
If the established time line cannot be met, the applicant may submit a written request for
a time line extension as specified in SDC Section 5.15-125.
If the established time line is not met and the applicant has not requested an extension,
the Director shall declare the application null and void if the property is occupied and
the property owner shall be considered in violation of this Code. If the established time
line is not met and the applicant has requested an extension and that time line has not
been met, the Director may require the improvements be installed as specified in SDC
Section 5.7-150.
