The final plot plan you submitted shows Conditions 1, 2, S, 6, 7 and 9 have been met. Condition 8 is required prior to occupancy. Condition 12 will be met once the DWP is approved. Conditions 3 and 10 can be met by submitting a letter, or adding a note to the plot plan. There is a long explanation on how to meet condition 11. The quick way is to put a drop-in filter in the catch basin. Your proposal to store the trash and cardboard inside can't be approved until the issues with the building and fire codes have been resolved. Conditions of Approval 1. The decorative fencing shall be extended along the entire 18/h Street frontage. The final plot plan complies. 2. The trash enclosure along 18/h Street shall be removed. The final plot plan complies. A note has been included on the final plot plan stating the enclosure will be removed. 3. The existing bicycle parking structure on the west side of the building must remain, or provision for 3 biCljcle parking spaces shall be provided elsewhere on the site. The final plot plan does not indicate if this will be met. 4. The new trash enclosure area shall be covered, hydraulically separated and piped to sanitary sewer. The applicant is proposing some changes to the tentative plan. Specifically, removing all outdoor trash storage and recycling 100% of the trash. The building and fire codes require fire sprinklers, due to the size of the indoor storage containers. Unless the building and fire code issues are resolved, Condition # 4 shall remain. 5. Install wheel stops at all parking stalls that do not have them in accordance with SDC 4.6-120, which includes that the stops be a minimum of 6 feet in length. The final plot plan complies. Establish and maintain a 10' clear vision trinngle at the driveway to Main Street. As shown, the 6' high fence encroaches into that triangle. The final plot plan complies. 10. All outside lighting, including existing lighting and wall packs, shall contain full cut off shields and be directed downward. "Full cut off' means the bulb is not visible when viewed from the side. The final plot plan does not indicate if this will be met. 11. Install and maintain a filter in the existing catch basin locate at the north side of the building. Refer to Section 3.03.3.B of the City's Engineering Design Standards and Practices Manual (EDSPM). The catch basin must have a drop-in box that contains a filter medium that is cleaned once a year. Under Federal regulation of the Clean Water Act (CW A), Endangered Species Act (ESA), and National Pollutant Discharge Elimination System (NPDES), the City of Springfield has obtained a Municipal Separate Storm Sewer System (MS4) permit. A provision of this permit requires the City demonstrate efforts to reduce the pollution in urban stormwater to the Maximum Extent Practicable (MEP). Section 3.03.4.E of Springfield's Engineering Design Standards and Practices Manual requires that a minimum of 50 percent of the non-building rooftop impervious area on a site shall be treated for stormwater quality improvement using vegetative methods. .You may redesign the site to meet that standard, or you may install the appropriate filter in the catch basin. 12. No improvements shall be made to the vehicle work area; GccupanClj Class Fl, GCC LD 19, until the DWP application (DRC2010-00003) is approved. The Development Agreement must be signed by March 7, 2910. The purpose of the Development Agreement is to ensure the terms and conditions of this application are binding upon both the applicant and the City.
