The nest step in the process is to submit 3 copies of the final plot plan. I will verify the plot plan has been revised to reflect the conditions, then the development agreement is signed. Amy at SU8 is reviewing the DWP application. After it is approved, the building permit can issued and you can begin improvements to the garage portion. The owner (Mark Worman) is interested in knowing why, since two previous MDS's on the same site did not address the ornamental fencing, why it has become an issue now? The previous applications did not address the fencing because: . the applicant did not propose any change to the fencing . the use did not involve car repair . the ornamental fence is in place of perimeter landscaping. . the previous MDS applications did not propose removal of any trees The owner will not have a dumpster, as he recycles everything in weekly or bi-weekly trips to recycling centers himself. is there a problem with eliminating dumpster locations all together? A dumpster can be eliminated if you demonstrate how 100% of the office and garage waste will be recycled. This will be required with the final plot plan, and will be coordinated with the DWPapplication. Your proposal will need to demonstrate compli.ance with Chapter 3.00 of the City's Engineering Design Standards and Procedures Manual as well as .3.3-200 of the Springfield Development Code. If you wish to pursue this option, submit a proposal with the final plot plan. Can the owner occupy the office portions of the building at this time, as the use for this area has not changed? Do all MDS conditions have to be met prior to the occupancy of the rear? Refer to SDC 5.15-120: "Final occupancy is contingent upon the completion of required site improvements." This requires all MDS conditions to be met prior to occupancy of any portion of the building. In addition, the DWP application must be approved prior occupancy of the rear (garage) portion of the building. Refer to the letter dated January 11. Let me know if you have any questions. As you requested, I looked for other MDS applications at this site. There were two. One was in January 2005 for a used car lot. The other was in November 2006 for a multi use retail sales and real estate office. Those applications did not propose any changes to the building or to the site. The required improvements for those applications included filters in the stormwater catch basins, bicycle parking, a street tree, and a screened trash enclosure.
