Per your review, the project has been given tentative approval with conditions, based on the plot plan submitted on December 29. After meeting with you, and subsequently with the owner, some alterations are being proposed to expedite the process and make the project more affordable to the owner. First, to comply with SDC 5.15-120, the owner intends to place ornamental fencing on the perimeter, and to augment existing landscape areas to avoid an awkward appearance where site areas exist between the proposed fencing and the back of the sidewalk, especially at the vision clearance triangle on the corner of 18th and Main. The plot plan has been modified to show these changes. Second, the dumpster functions were analyzed at Welby's present site, and the following infOlination identified: I.. The office trash consists of about 5 cubic feet of paper waste, together with very minor quantities of packaging celophane and discarded supplies, such as pens and tape dispensers and used paper coffee cups. This is placed in a trash receptacle and recyckd by the owner weekly, at home or with trips to the transfer station at Glenwood. The trash is stored in the building. 2. The painting operations involve larger drums of solvents and carriers that are kept in a rated mixing room and managed by the vendors. 3. The pigments and paint conditioners that come in smaller cans are injected into the solvent and carriers a before exiting the mixing room via the enclosed piping system and the paint spary.nozzle in the adjacent paint booth. These are managed by the owner. He states that this comes to 8 to 10 quart -sized containers, which are not ''c:,C" .,.,~ceived: J~l."'" ..v- Planner: SH t- 'D' [ZJ , , " . \,,. . . . discarded until empty, and which he keeps with the mixing room until he makes regular trips to the dump, where they are recycled, 4. Some cardboard packaging is generated where body panels are shipped in or other supplies are boxed. This is taken by Cantrell recycling, and is stored on site in a 4x4x8 ft plywood container awaiting weekly pickup. The recycler accepts this material without charge as they make money by re-bundling it for recycling themselves. In the new building. We have identified the expected' quantities of material and indicated a storage location which is adjacent to the existing building floor drains, where drain the the sanitary sewer system. Ths should resolve the dumpster issue . Third, the catchbasins have been inspected on site, and each of them has filter fabric inserted between the grating and the receptor in the basin. The improvement shown above are expected to take 60 to 90 days to arrange and pay for. In the interim, we will address all of the fire and life safety issues, and permitting for hazmat. When all fire and life safety issues are resolved, and before the site work is completed, the owner would like to apply for a temporary occupancy, which he understands is to be no more then 90 days. This will allow him to operate the business. If you feel the city will object to this proposal, the owner needs to be notified at this time.
