Notice of Public Hearings Springfield Planning Commission and Springfield City Council NOTICE IS HEREBY GNEN that the Springfield Planning Commission and Springfield City Council will conduct separate public hearings on the following: Amendments to the Springfield Development Code: I) Chapter 5 Development Review Process and Applications - Section 5.13-100 Master Plans to amend the review process; 2) Chapter 3 Land Use Districts - Section 3.3-200 Drinking Water Protection Overlay District to incorporate changes to the Fire Code; and 3) various Chapters and individual Sections to correct Scrivener's errors that were found after adoption of Ordinance 6206, effective on September 17,2007, which reformatted the Springfield Development Code, including: Chapter 3 Land Use Districts - Section 3.2-210 Schedule of Use Categories, Section 3.2-215 Base Zone Development Standards, Section 3.2-235 Residential Manufactured Dwellings, Section 3.2-440 CI District - Conceptual Development Plans and Master Plans, Section 3.2-610 Schedule of Use Categories, Section 3.2-715 Base Zone Development Standards, Section 3.3-815 Schedule of Use Categories when there is an Underlying Residential, Commercial, or Industrial District, Section 3.3- 825 Additional Provisions, Section 3.3-910 Applicability; Chapter 4 Development Standards - Table 4.4-1, Section 4.3-110 Stormwater Management, Section 4.7-105 Accessory Structures, Section 4.7-140 Duplexes, Section 4.7-190 Professional Offices; Chapter 5 Development Review Process and Applications - Section 5.1-120 Pre-Development Meetings, Section 5.3-115 Appeals of the Director's or Hearing qfficial's Type II Decision, Section 5.14-110 Review, Section 5.15-120 Timelinesand Conditions, Section 5.16-120, Section 5.20-120 Submittal Requirements, 5.20-140 Zoning of Vacated Right-of-Way; Chapter 6 Definitions - Downtown Exception Area, Incidental Equipment, and Partition Plat; and Appendix 3 allowing the current Master Plan regulations to apply to the Glenwood Riverfront Plan District until that Plan District is amended. The Springfield Planning Commission will conduct the initial public hearing to accept testimony on these Code amendments on Tuesday, October 7, 2008, at 7:00 p.m. in the Council Chambers of Springfield City Hall, 225 Fifth Street, Springfield OR 97477. The City Council will conduct a public hearing on these Code amendments in the Council Chambers on Monday, November 17,2008, at 7:00 p.m. at the same location. The City Council will also hold a work session regarding the proposed SDC amendments on Monday, November 3, 2008 in the Jesse Maine Room at 6:00 p.m. in City Hall. A copy of the staff notes for this proposal will be available for viewing or purchase on Tuesday, September 30, 2008 for the Planning Commission and Monday, November 10, 2008 for the City Council in the Development Services Department, 225 Fifth Street, Springfield, OR 97477. You may also view this proposal at the Development Services Web Site at http://www.ci.springfield.or.us/dsd/Planning/index.htrn Anyone wishing to testifY on this matter at the public hearings may do so by appearing at the time and place identified earlier in this notice and providing oral testimony, or by submitting written correspondence to the City of Springfield c/o the Development Services Department, 225 Fifth Street, Springfield, OR 97477. The City must receive all written materials no later than 5:00 p.m. on the evening of either hearing. The City of Springfield accepts fax and e-mail correspondence as testimony subject to the same deadlines as conventional correspondence. Written comments and oral testimony should be directed to the following Code amendment criteria of Chapter 5, Section 5.6-115 of the Springfield Development Code: I. Conformance with the Metro Plan; 2. Conformance with applicable State Statutes; and 3. Conformance applicable State-wide Planning Goals and Administrative Rules.
