The subdivision will be called BACK PORCH PROPERTIES Subdivision and proposes to create a 610t cluster subdivision with a duplex on each lot. The tentative subdivision (SUB2010-00008) was approved September 22,2010. This application is for final subdivision plat approval. All conditions of approval are addressed below. All dwellings shall comply with the cluster design standards for duplexes contained in SDC 3.2-230. Prior to approval of the final plat, stripe the boundaries for the basketball areas, including the key and free throw lines. Attached is Variable Width Access and Utility Easement and Maintenance Agreement for review; to be recorded concurrently with the final plat. 5. To ensure a fully functioning water quality system and meet objectives of Springfield's MS4 permit, the Springfield Development Code and the EDSPM, the proposed private vegetative water quality bio-swale shall be fully vegetated with all vegetation species established prior to approval of Final Plat. Alternatively, ifthis condition cannot be met, the applicant shall provide and maintain additional interim erosion control/water quality measures acceptable to the Public Works Department that will suffice until such time as the basin vegetation becomes fully established. The private vegetative water quality bio-swale has been constructed and seeded. 6. Provide a private utility easement along the northerly and easterly property lines for the benefit of each ofthe proposed lots. All conditions of approval are met or are in the process of being met. A draft copy of the easement is also attached. Plants create habitat for birds and other wildlife and provide aesthetic value to a property. Proper maintenance of vegetation improves the appearance and performance of facilities. WHAT TO LOOK FOR When identifying maintenance needs, it is helpfuI.to have a copy of the landscape plan; this shows the required plants for the facility. Facilities should be checked for - maintenance needs quarterly for the first 2 years and twice a year after that. A facility needs maintenance when: . Areas of soil are bare. . Vegetation is'buried by sediment. . Vegetation appears unhealthy or has died. . Nuisance and invasive plants are present. . Vegetation is compromising the facility's structure by blocking inlets or outlets, or roots are intruding into a component of the facility. . WHAT TO DO Maintenance activities can easily be incorporated into existing site landscape maintenance contracts.
