I Attached is the final site review plans for the R Repair & Service property. Below is a summary of the conditions of approval and how they ha~e been addressed. In order to ensure adequate emergency vehicle ingress, purchase a Public Works lock for the manual gate and provide ~ key to Fire Department administration. I. Mr. McDougall will purchase a lock from Heyman's Safe, Lock, and Security to satisfy this condition. Prior to commencing work in the public right of way or in a PUE, the applicant shall obtain a City encroachment pJrmit Mr. McDougall will obtain an encroachmJnt permit prior to commencing any work within the public right of way 01 PUE. . Applicant shall apply for and obtain a Drinking Water Protection permit from the City of Springfield or an exemption from SUB Water. 2. 3. Mr. McDougall is working closely with Amy Chinitz at SUB Water to determine the requirements to meet this c6ndition. We are hoping that she will allow some minor improvements tb the site without having to incur the expense of a DWP application. Prior to Final Site.P~an approval, the applicant shall submit a detailed plan showing how th~.!::gat transfer well will opertte and drain. The plan has been revised to attached the boat transfer well to an oil / water separator that then ties into the storln pressure line. This then is routed to the bio-swale at the northwest colrner of the property. The specific oil / water separator has not yet b~en selected, so a detailed plan will be determined at the time of building berm it. The plan is for the vegetation to be installed in early fall to allow for growth prior to the winter rainy season. If for some reason this bn't happen, alternate erosion control measures will be installed prior to the wihter rains. . Prior to use the new facilities, the site shall be shown to be Jaded to contain any runoff; an emergency shut off device between the bios wale 'and catch basin shall be installed and operational and the bioswale shall be outfitted kith a clay liner to prevent direct discharge. 7. The storm water plan has been revised to include (2) manual gate valves in the system. One between the 2" pressure line and the oil I w~ter separator, and the other just upstream of the bioswale. This will allow the ~ystem to be closed in the event of a spill that enters the storm system prior to .teaching the bioswale. The bioswale will also include a clay layer in the construhion to prevent percolation into the ground water. Prior to Final Site Plan approval, the applicant shall relocate the existing shed structures out of the Public Utility Easements. Mr. McDougall does not own the shed structures that are currently in the PUE. However, we have revised the plan to show these sheds rkmoved and Mr. McDougall will inform the adjacent owners of this requitement. I Landscaping shall be installed in compliance with SDC 4.4-105. A landscape plan, , .. prepared by an Oregon Landscape Architect, shall be sUbmTed prior to final sign off. Matt Koehler, LA is preparing a revised landscape plan for the project. 10. No loading or unloading to serve the site shall be conducted within the street right of way or on street sidewalks. A loading zone has been provided for on the site to eliminate the need for unloading in the right of way. An extruded curb has beeri added between the loading zone and sidewalk to keep the activity contained [Within the property. In order to ensure adequate separation between the loading zone and pedestrian traffic, a curb a minimum of 30 feet long shall be constructed adjacent to and west of the sidewalk along the loading zone. An extruded curb has been added to the plan that runs 30 feet between the , loading zone and the sidewalk. Breaks in this curb have been provided every 10 feet to allow the current drainage pattern to be maintain~d. I This is a confusing requirement since sidewalk and street lighting already exists I on the frontage this property, so no assessment should be levied on the property. However, if still required Mr. McDougall will sign this aheement. . I I I In order to meet the minimum driveway throat depth of 18 feet as per SDC Table 4.2- 2, the most northeastern parking stall shall be relocated or rdmoved. The site plan has been revised to locate the first stall to jeet this requirement. Provide and maintain 10 ft. clear vision triangles at the cornLs of the site driveways per SDC Figure 4.2-A. 14. The site plan has been designed to include the required clear vision areas to meet the Springfield Development Code. 15. Parking is being restricted to one side of the street by Fire Department. The parking shall be restricted on the west side of.the street for length of It he frontage of the site, o but allowed on the east side. The site plan has been revised to include "No Parking" signs along the frontage of the property to meet this condition. 16. The Final Site Plan shall provide for a minimum of ten off s!reet parking stalls that are both open and accessible for employees and customers that comply with SDC 4.6- ]]5 and 120. The site plan has been revised to allow for offstreet parking of 10 vehicles. In o the findings it was noted that over time there has been ari average of 10 vehicles parked on the property. Our assertion is that an averag~ of 4-5 of the vehicles are either Mr. McDougall's personal property, or vehiclJs waiting to be picked up by the customer. . 0 0 I As previously discussed with this project, space is at a p.Jemium due to the placement of the existing building. However, we have belen able to provide 7 spaces outside of the fence, with the additional 3 spaces behind the fence. Although the condition talks of all 10 being open and ac~essible for employees and customers, we feel that the 7 spaces we can provide 6n the outside of the fence is more than adequate. Mr. McDougall can park his personal vehicles and those awaiting customer pickup in the 3 spaces provided behind the fence.
