The Transportation Division has reviewed the materials provided with the subject application.
The recommended findings and conditions outlined below are provided for your use in preparing
the land-use decision.
General
Finding: The proposed development site is a 0.62-acre parcel located at the southeast comer of
j 42nd Street and Smith Way (Map 17023232, Tax Lot 300). The applicant proposes to construct a
used auto sales lot with 1,000 square-foot sales office.
Transnortation Facilities and Svstem Imnacts

Finding: 42nd Street fronting the site is a 62-foot wide, fully improved, three-lane collector street.
It provides one motor vehiclC'!ane and one striped bicycle lane in each direction, a two-way
center turn lane in mid-block areas and dedicated left-turn lanes at the Smith Way intersection.
Traffic volume on 42nd Street is approximately 11,000 vehicles per day. The 42nd Street/Smith
Way intersection is controlled by stop signs on the east (Commercial Street) and west
approaches.
) Smith Way fronting the site is a 36-foot wide, fully improved, local street. It provides one motor
vehicle lane in each direction and on-street parking. Traffic volume on Smith Way 42nd Street
is estimated to be less than 800 vehicles per day.
J Finding: Lane Transit District's #11 Thurston Route provides regular and frequent bus service
along Main Street to the south of the site.
Finding: The ITE Trip Generation manual does not contain data for used car sales lots. Based on
I data from the City of San Diego's Land Development code, trip generation fm this development
would be estimated to be 300 daily trips per acre, which equates to 186 trips for the 0.62-acre
site. It is the Transportation Planning Engineer's opinion that trip generation from the proposed
development would not exceed this value.

In addition, assumed development may generate pedestrian and bicycle trips. According to the
"Household" survey done by LCOG in 1994,12.6 percent of household trips are made by
bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or
destinations at a variety ofland uses, including this site. Pedestrian and bicycle trips create the
need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes.
j Finding: Existing transportation facilities would be adequate to accommodate additional trips
generated by the proposed development.

Develoument Access and Circulation
/
Finding: Installation of driveways on a street increases the number of traffic conflict points. The
greater number of conflict points increases the probability of traffic crashes. Effective ways to
reduce the probability of traffic crashes include: reducing the number of driveways, increasing
distances between intersections and driveways, and establishing adequate vision clearance where
driveways intersect streets. Each ofthese techniques permits a longer, less cluttered sight
distance for the motorist, reduces the number and difficulty of decisions drivers must make, and
contributes to increased traffic safety.

Finding: SDC 4.2-120(A) (1) stipulates that each parcel is entitled to "an approved access to l!
public street." The applicant proposes to provide vehicular access to the site via:
. A 29-foot wide right-in-right-out driveway onto 42nd Street located 90 feet south of Smith
Way, and
. A 28 -foot wide driveway onto Smith Way centered 75 feet ease of 42nd Street.
Finding: SDC 4.6-135 Loading Areas-Facility Design and Improvements specifies that:
A. All necessary loading areas for commercial and industrial developrnent shall be located off-
street and provided in addition to the required parking spaces, and
B. Vehicles in the loading area shall not protrude into a public right-of-way or sidewalk.
I Transportation Division staff analysis has found that the proposed right-in-right-out driveway
onto 42nd Street is not adequate to accommodate vehicles much larger than standard passenger
cars.
Finding: As conditioned below ingress-egress points will be planned to facilitate traffic and
I pedestrian safety, avoid congestion and to minimize curb cuts on public streets as specified in
SDC Sections 4.2, 4.6, 5.15, & 5.17, applicable zoning and or overlay district requirements, and
applicable refmement plans.
j Recommended Condition: No loading or unloading to serve the site shall be conducted
within the street right of way.
J Recommended Condition: Design details of the proposed driveway onto 42nd Street shall
. be reviewed and approved by the City Traffic Engineer prior to release of a permit for
driveway construction.
.; Recommended Condition: The divider island in the driveway accessing 42nd Street must
provide handicap access from pedestrian traffic.
J Recommended Condition: Provide and maintain 10 ft. clear vision triangles at the
corners of the site driveway per SDC Figure 4.2-A.
Please provide a copy of the draft land-use decision for our review.
