A copy of your email will be permanently kept in the application file and you will be sent a copy of the staff report and decision when it is issued. Commercial developments such as this one are subject to site plan review, and the City typically doesn't become involved with determining the most desirable or economically viable type of commercial development on private property - that is up to the developer. As it stands, the Springfield Development. Code lists a range of commercial activities that can be considered on properties such as this one that are zoned Community Commercial. It is the City's responsibility to respond to applications from private landowners/developers and review them for consistency with the provisions of the Development Code. There are important site planning considerations for developments that are adjacent to residential areas. Among other things, the Development Code requires the developer to minimize the impact to nearby homes by planting screening vegetation along the Smith Way frontage, ensuring that site lighting does not spillover onto nearby residential areas, and avoiding the use of outdoor paging systems. As the owner of a home on Smith Way for just shy of 10 years, I've watched .the neighborhood appeal decrease with the addition ,of a gas station and storage units. There is nothing positive that a used car lot will bring to the neighborhood. 'Springfield has no shortage of used car lots already. I firmly bel'ieve that a used car lot will only further decrease the appeal and value of the homes along Smith Way. Please ask yourself, would you want to look out your living room window and see nothing but trashy used cars for sale? No one along Smith Way does either. A used car lot does not belong next to or in front of a family neighborhood. I accept the fact that the nice field will be occupied by a business. But please, for the sake of the taxpayers along Smith Way, don't choose a business that will negatively affect the value of their homes any more th~n it already has by the existing gas station, storage units, and unkempt low-income apartments.
