with the applicant. If the Planner feels it is necessary for you to participate in the public meetings he/she will let you

The property proposed for development is currently owned by Ste'.'e jaelfsea The property
currently has one single family dwelling on it and three existing storage sheds on site to be
removed.' i .

The subject prop~rty contains approximately 1.8 acres and is proposed to be improved witli a
4,608 square foot building and an asphalt parking lot which will contiun approximately 79 .
parking spaces. The Metro Plan designation and zoning classificatio~ for this and all adjacent
properties is LDR - Low Density Residential. The proposed develop~ent will be constructed
under the site plan review process. . i

Proposed imProvements willmclude approximately 34,000 of impenlious surface, parking
luminaires, 19,400 square feet of landscaping and connection to exi$g utilities in South 42nd
Street as shown on the Site Plan. The existing overhead power and s~ce pole will be removed

Soil types oil the site (accordingto the SCS Soil Survey) are 90% Malabon Urban Land Complex
and 10% Cloquato Silt Loam. These units are mainly for urban deve10ptnent but, is also used for
yards, parks and open areas around and between buildings which will work well with post .

Streets _ This development will be served by one existing entrance wl:)ich will be widened to 26
feet. One entrance will be removed as shown on the site-plan from South 4200 Street and the
proposed entrance will be the existing southern driveway from South 42nd Street.
Trees _ The subject site contains trees as shown on the Site Plan. Cutrent plans are to protect all
trees that are located where on site. The trees to remain will be addre~sed during the private
improvement process. New trees shown on this plan will be included!during the private
improvement process and will be subject for review by City staff to fiIJ:fill and meet the City's
Code and requirements for landscaping. -
Parking _ The proposed building for this site is to be 4,608 square feet as stated above. The
primary assembly area is 2,484 sq. ft., Table 4.6-2 of the SDC requires I parking space for each
100 sq. ft. of floor area which amounts to 25 spaces, the remainder of the building is 2,124 sq. ft.
and Table 4.6-2 of the SDC requires 1 parking space for each 200 sq.:ft. of gross floor area which
amounts to 12 parking spaces for a total of 47 parking spaces require~ by code. The applicant
proposes a total of 74 parking spaces which exceeds the amount required per code. Parking _
required for disabled persons was determined using the Uniform BuiIfiing Code which states I
disabled space per 25 standard parking spaces. Since the proposed patking lot design includes 56
standard spaces and 18 compact spaces the applicant is required to ruive 3 disabled parking
spaces, however the applicant has proposed 5 which exceeds the reqJirement. Finally, bicycle
parking was determined using Table 4.6-3 of the SDC whereby I bicycle parking space is
required for every 40 fixed seats in the main assembly area. The builqing is proposed to contain
144 fixed seats. This translates to a requirement for 4 bicycle parking spaces. The Site Plan-
indicates 8 bicycle parking spaces which exceeds the minimum requirements.
Area of Future Expansion - The applicant is proposing to grade this portion of the property as to
not adversely affect the neighboring properties and t6 allow natural vegetation to grow. Also as
shown on the site plan a 6" extruded curb will separate the parking ary:i1 from that area.

Attached are the docnments necessary for the site plan review submittal.
We believe we have addressed all of the items discussed at our pre-submittal meeting
held on January 18, 20 II.
. Poage Engineering is in the process of finalizing their report on the infiltration test as
required by Clayton Mceachern and we will forward in the next few days.
We are also in the process of finalizing the information for the LDAP, LUC and 1200 C
and will also forward that information in the next two weeks.
Attached you will find a current title report dated February 4,2011. We previously
submitted to you a copy of the deed that you should have on record.
We look forward to a successful project with the City of Springfield so do not hesitate to
