Streets - This development will be served by one existing entrance wl)ich will be widened to 26 feet. One entrance will be removed as shown on the site plan from South 42nd Street and the proposed entrance will be the existing southern driveway from South;42nd Street. Trees - The subject site contains trees as shown on the Site Plan. Cutrent planS are to protect all trees that are located where on site. The trees to remain will be addre~sed during the private improvement process. New trees shown on this plan will be included lduring the private improvement process and will be. subject for review by City staff to D;UfIll and meet the City's Code and requirements for landscaping. . Parking - The proposed building for this site is to be 4,608 square feet as stated above. The primary assembly area is 2,484 sq. ft., Table 4.6-2 of the SDC requirds I parking space for each 100 sq. ft. of floor area which amounts to 25 spaces, the remainder of the building is 2,124 sq. ft. and Table 4.6-2 of the SDC requires I parking space for each 200 sq.:ft. of gross floor area which amounts to 12 parking spaces for a total of 47 parking spaces require~ by code. The applicant proposes a total of 74 parking spaces which exceeds the amount required per code. Parking required for disabled persons was determined using the Uniform Buillling Code which states 1 disabled space per 25 standard parking spaces. Since the proposed patking lot design includes 56 standard spaces and 18 compact spaces the applicant is required to h~ve 3 disabled parking spaces, however the applicant has proposed 5 which exceeds the reqJirement. Finally, bicycle parking was determined using Table 4.6-3 of the SDC whereby I bicycle parking space is required for every 40 fixed seats in the main assembly area. The building is proposed to contain 144 fixed seats. This translates to a requirement for 4 bicycle parking: spaces. The Site Plan indicates 8 bicycle parking spaces which exceeds the minimum requirements. Area of Future Expansion - The applicant is proposing to grade this p:ortion of the property as to not adversely affect the neighboring properties and to allow natural vegetation to grow. Bebuse it is a non-residential development that is larger than 1 acre, the Drainage Study type requirbd for this projed, given the parameters specified in Section 4.03.2 of the EDSPM, is a Medium-L~vel Study. The hydrologic calculations shown on the followmg pages are based on the Santa Barbara Urban Hydrograph Method (SBUH) for calculating runoff generated from the 2, 5, 25, ana 100 year storm events. I Runoff from the proposed development is to be collected in a private ~ipe system and conveyed to the on-site retention/infiltration pond (Raingarden) as shown on the'plans. All runoff from the site will be conveyed to the Raingarden which is sized.to handle the d6sign storms per the EDSPM without the need for infiltration or overflow as outlined in thlis study. The Raingarden will have an oyerflow catch basin to be installed as shown and connected to the public system in 42nd Street by extending the existing 18" storm pipe stubbed to the prdperty from the manhole in the street. The proposed stormwater management system is sized usin'g the SBUH considering no infiltration, ie runoff from the entire storm can be stored in the Raingarden. However, to . . j . make sure the drawdown time meets the standards 6fthe EDSPM the ~ystei:n was also analyzed using infiltration. I HYDROLOGIC CALCULATIONS The site contains about 75,900 square feet (sf) which when "fully dev~loped" will hav~ approximately 55,900 sf of impervious areas and 20,000 sf of perviouJ areas. "Fully developed" assumes future paving of the 16,400 sf overflow parking area located ih the southeast corner .of 'the site as shown (shown now as gravel). The development proposed ~ith this application includes construction of a 4,900 sfbuildlng, and 34,600. sf of paved irrIpervious surfaces (pc concrete & asphaltic concrete), 16,400 sf of gravel, and 20,000 sf oflaj1dscaping and Raingarden. Stormwater runoff generated from these areas was calculated as shown on the.attached . spreadsheets using the SBUH method for the purposes of determining ~etention storage needs for each design storm and are surriinarized below. The 2-year storm (3.3 ipches in 24 hour storm)' will generate a peak design flowrate from the site to the Raingarden oflabout 0.55 cfs and results in a storage need of 5,831 cubic feet (cf), without infiltration. The 5-Y9ar storm (3:8 inches in 24 hour storm) will generate a peak design flowratefrom the site to the Riringarden of about 0.65 cfs and results in a storage need of 6,851 cf. The 25-year stOlID (4.8 inchek in 24 hour storm) wiil generate a peak design flowrate from the site to the Raingarden of abo\lt 0.84 cfs and results in a storage need of 8,909 cf. The lOO-year storm was also evaluated to determine if the emergency overflow has sufficient capacity to pass the 100-year flow. Haestaed Methods Flowmaster software was then used to show how the proposed system . performs using the flows generated by the rational method for each are:~, The site is divided into four (4) basic areas, the building (5,856 sf, inc!. overhang) being one otthem and then the pavinghdivided into three (3) equal areas, 11,530 sf each. The collection systerh is divided into two with .one pipe system collecting tWo paving areas, areas Al and AZ, corresp6nding with flow rates Ql arid Q2 as shown in the attached calculations. The other pipe system c611ects the building and . I , .L . , , -I . I I I the other paved area, area A3 which corresponds with Q3 of the attaclied calculations. The 5- . I year flow rates are 0.50 cfs, 1.0 cfs, and 0.72 cfs for Ql, Q2, and Q3 respectively. 1 i STORM MANAGEMENT SYSTEM ANALYSIS I , The Raingarden is approximately 62 feet by 107 feet (top to top) and ~illhold approximately 12,565 cubic feet (d) wben full (2.25 ft depth). The lowest point oftl\e top of grate (sloped grate) for the overflow catch basin is to be constructed about 1. 7:) fee~ from tbe bottom of the Raingarden and will result in a Raingarden storage of approximately ~,337 cf prior to overflow to the publIc system. This IS more volume than the 25-year storm event will produce and thus the proposed Raingarden can handle flows .from the site for up to and induding the 25-year event without overflow. The 1 OO~year event would overflow to the public system but only for the last 100 minutes of the storm where the design flowrate is only 0.07 cfs.. The slope of the existing 18'; public pipe stubbed to the property from 42"d Street is 0.12%, and[bas the capacity to handle such a small flowrate. At a slope of O. 12% (0.0012 ftJfl) it would be able to pass a 0.07 cfs flow with less than 2 inches of water in the pipe (9% full). I , I The conveyance system was sized as described above using the RatioJal Method and Haestaed Methods Flowmaster software. The pipe, pi, that is to convey flow frbm area AI; is a 6 inch pipe sloped at 0.70% (0.007 ftJft) and will be 74% full with a velocitybf3.2 feet per second (iPs) . at the 5~year design flow, Ql equals 0.50 cfs. The pipe,P2, thaiis to :Convey flow from areas Al and A2 to the Raingarden, is a 10 inch pipe sloped at 0.50% (0.005 ftJit) and will be 53% full willi a velocity of 3.4 iPs at the 5-year design flow, Q2 equals 1.0 cfs. IThe pipe, P3, that is to .convey flow from area A3, is sloped at 1.0% (0.01 ftJfl) and will be 501% full with ayelocity of 4.1 iPs at the 5-year design flow, Q3 equals 0.72 cfs. As sucb all three pipes meet standard engineering practices for stormwater conveyance. The pipes also have~ more than 1.5 feet of cover as speCified in the EDSPM. ! i . . I The roof drain system was sized on the plans to reflect building code standards, being 4 or 6 inch pipes sloped at 1.0% to drain the roof areas of the proposed building. The 4 inch pipe along the . east side of the ~uilding will carry runoff from a total of 3,504 sf. Thel4 inch pipe along the west SIde of the bUIlding WIll collect TUlloff from 2,352 sf of roof area. BUII,dlllg code allows up to 3760 sf of roof area for a 4 inch pipe at 1.0%. Where the 'two 4 inch pipes come together, the. piRe becomes a 6 inch pipe which can handle up to 10,700 sfper the bjJilding code (@ 1.0%). CONCLusioNS .
