RESOLUTION 03--=-i!.L A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SPRINGFIELD, OREGON, SUPPORTING THE DESIGNATION OF MAIN STREET (MILL STREET TO 10TH STREET) AS A SPECIAL TRANSPORTATION AREA, AND REQUESTING DESIGNATION OF SOUTH A STREET (MILL STREET TO 10TH STREET) AS A SPECIAL TRANSPORTATION AREA WHEREAS, the Oregon Highway. Plan contains provisions to designate certain state highway segments as "Special Transportation Areas," "Urban Business Centers" and "Commercial Centers;" and, WHEREAS, the Oregon Department of Transportation ("ODOT") has identified. that Main Street (Mill Street to 10th Street)in Springfield qualifies for such designation; and, WHEREAS, the benefits to the City of Springfield associated with such highway segment designations include more favorable and flexible design standards and greater local influence over decision making on state highway facilities; and WHEREAS, the ODOT has advised the City that designation of a segment as a Special Transportation area will not have an adverse impact upon the subsequent development of properties abutting other segments of Main Street: and WHEREAS, Main Street and South A Street from Mill to 20th Street operate as a couplet road system and each have the same highway designation; and, WHEREAS, the Springfield Downtown Refinement Plan, adopted in 1986 as a supplement to the Eugene-Springfield Metropolitan Area General Plan, recommends that".. . agencies work together to enhance the character and identity of the Downtown as a people place, including but not limited to: pedestrian-oriented sidewalk lighting, packet parks, Downtown entrances, street trees and furnishings, street signs and signals and improved pedestrian crossings and walkways;" and WHEREAS, the Springfield Station Specific Area Plan, recommends improvements to South A Street between Mill Street and 7th Streets, to enhance pedestrian connections between the Downtown core area and the Booth Kelly. District, the Willamette Heights neighborhood, and the Springfield Transit Station; and. WHEREAS, TransPlan, the metropolitan area transportation system plan, has designated downtown Springfield from the east bank of the Willamette River to 14th Street, an area that includes Main and South A Streets between Mill Street and lOth Street, as a mixed land use Nodal Development area; and, WHEREAS, Lane Transit District will locate a Bus Rapid Transit route on the Main Street and South A couplet between Mill and 10th Streets, is constructing a downtown Springfield transit station on South A Street in the vicinity of Pioneer Parkway East and Fifth Street, and has approval to modify South A to facilitate Bus Rapid Transit by reducing travel lanes and adding a new traffic signal which . will have the effect of reducing travel velocity on south A between Mill Street and 10th Street; and, WHEREAS, the Oregon Transportation Commission will designate highway segments as a Special Transportation Area only with the support of the local governing body; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SPRINGFIELD, OREGON THAT The City of Springfield supports the designation of Main Street (Mill Street to lOth Street) as a Special Transportation Area; and BE IT FURTHER RESOLVED THAT The City of Springfield requests the Oregon Transportation Commission designate South A Street (Mill Street to lOth Street) as a Special Transportation Area. or, in the alternative, direct staff of the Oregon Department of Transportation to work with staff of the City to develop a plan for designation of South A Street (Mill Street to 10th Street) as a Special Transportation within a time certain; and BE IT FURTHER RESOLVED, that this Resolution shall take effect upon adoption by the Council and approval by the Mayor.
