CITY OF SPRINGFIELD, OREGON
RESOLUTION NO. 03-38
.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO A WARD COMPETITIVE BIDS
AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF WL Y 29, 2003, TO
SEPTEMBER 7, 2003, WHILE THE CITY COUNCIL IS IN RECESS.
WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Springfield Municipal
Code limits the City Manager's authority to make purchases and award contracts of amounts not more
than $15,000, unless the City Council provides additional authorization; and
WHEREAS, there are various contracts and property purchases, including, Light Emitting
Diodes (LED) Replacement - Budget $20,000; Intergovernmental Agreement Lane Metro Partnership -
Budget $50,000; Intergovernmental Agreement Springfield Chamber of Commerce - Budget $35,000;
P20205 Laura Street Sewer and Drainage - Budget $220,000; P20326 Sewer Rehabilitation 2003 -
Budget $700,000; P20295 31 sl Street Bike Lanes, U to EWEB Path - Budget $105,000; P20294 Mill at G
Street Curb Bulb-Outs - Budget $20,000; P20353 Engineering Services for Jasper Trunk Sewer, 42nd to
Natron - Budget $100,000; Booth-Kelly Exterior Restrooms - Budget $60,000; Traffic Shop Remodel -
Budget $67,000; P50351 Traffic and Transportation on-Call Services - Budget $200,000; P50352 Pioneer
Parkway Extension Sound Mitigation Consultant - Budget $16,000, which may exceed $15,000 and
which are scheduled for award of contract during the Council's summer recess from; July 29, 2003, to
September 7, 2003; and

WHEREAS, these projects are budgeted in the 2003/04 budget or are partially funded by the
Riverbend Development Fund (Peace Health Memorandum of Agreement) which is currently being
negotiated and will be included on the Council's Supplemental Budget request in December 2003, and
will be competitively bid and awarded in compliance with all other provisions of the Springfield
Municipal Code purchasing requirements; and
WHEREAS, delaying these purchases and agreement approvals until the September 8, 2003,
Council meeting would waste valuable time, increase the City's exposure and might raise costs and
reduce public service; and
WHEREAS, there may occur the need to execute other contracts which have been competitively
bid for which funds have been budgeted or will be budgeted and included on the Council's Supplemental
Budget request in December 2003, for which the lowest responsible bid is in excess of $15,000 and
which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the
Council's summer recess from July 29,2003, to September 7,2003.

NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as
follows:

During the City Council recess from July 29, 2003, to September 7, 2003, the City Manager is
hereby authorized to award competitive bid contracts for amounts for which the lowest responsible bid is
in excess of $15,000, including, but not limited to (A.) those contracts and property purchases
enumerated, provided all applicable purchasing requirements of the Springfield Municipal Code are
followed, and B.) other contracts which have been competitively bid, for which funds have been
budgeted or will be budgeted and will be included on the Council's Supplemental Budget request in
December 2003, and for which the lowest responsible bid is in excess of $15,000 and which for reasons
of public welfare, safety, and cost effectiveness need to be awarded during the Council's holiday recess,
provided all other applicable purchasing requirements in the Springfield Municipal Code are followed.
This Resolution shall take effect on July 29,2003, and shall elapse on September 7, 2003.
